The Lytton Report argued that Japan’s control of Manchuria was against international law and recommended that it should be an autonomous region under Chinese sovereignty. Japan was outraged both at the Lytton report and when it was subsequent; adopted by the League of Nations.
It would subsequently quit the league as a result.
