38th meeting of CoC (Committee on Convention) held

  • Was held on 10th January 2017 in New Delhi
  • The CoC has a specific mandate of discussing the progress made so far in ratification of International Labour Standards and recommending the future initiatives
  • The committee expressed satisfaction in progress achieved in some of the conventions
  • The committee lauded the efforts taken by the government under the Child Labour (Prohibition and Regulation) Amendment Bill, 2016

Features of the Child Labour Amendment Bill 2016

  • Seeks to amend Child Labour (Prohibition and Regulation) Act 1986
  • Employment of children below 14 years in all occupations or processes except where child helps his family is completely prohibited.
  • The new category of adolescents has been added (between 14 to 18 years). These will not be allowed to be employed in hazardous occupations such as mines, explosives etc. The central government will have the power to add or omit as to what can be classified as hazardous occupations. If there is a violation of this provision then there penalty of imprisonment between 6 months and 2 years or a fine of Rs 20000 to 50000 or both
  • If a child is employed then there will be punishment in the form of imprisonment from 6 months to two years or a fine of Rs 20000 to Rs 50000 or both
  • With regards to implementation, the District Magistrate will be the authority for the proper implementation and the bill also empowers the government to carry out inspections

 

Submarine ‘Khanderi’Launched

  • Is the second one in the Indian Navy’s Scorpene class stealth submarines under Project 75
  • Was launched at Mazagon Dock Shipyard Limited and will be delivered to Navy by the yearend
  • INS Khanderi is named after Marathas island fort which helped them hold supremacy in the seas in the 17th
  • The naval tradition is to revive the names of old ships, and as per that the first Khanderi has served the Indian Navy from 1968 to 1989.
  • The Indian Navy will celebrate 75th year in submarine arm

About INS Khanderi

  • Can undertake multifarious types of missions such as Anti-Surface warfare, Anti-Submarine warfare, Intelligence gathering, Mine Laying, Area Surveillance etc (these types of missions are undertaken by any of the modern submarines)
  • The submarine can operate in all theatres, including the tropics

 

  • Project 75
    • Under this construction of six Scorpene submarines is presently being progressed at Mazagon Dock Shipyard Limited (MDL)
    • France is the collaborating country
    • The project will mirror slef reliance and indigenisation in the defence sector
    • The first submarine under this class is Kalvari, which is undergoing sea trials and will be inducted into the navy in 2017
    • These submarines, post induction, would form the core of Navy’s conventional Submarine Arm
