National Centre for Good Governance (NCGG)

Established in 2014, the NCGG is an apex-level institution under the Ministry of Personnel, Public Grievances and Pensions.

• • It works with the Ministry of External Affairs (MEA) to train civil servants from developing countries.
  • It focuses on public policy, governance, reforms, and enhancing the capacity of civil servants in India and other developing nations.
  • It is located in New Delhi. 
  • The centre’s origins can be traced back to the National Institute of Administrative Research (NIAR), which had been set up in 1995 by the Lal Bahadur Shastri National Academy of Administration (LBSNAA). NIAR was later renamed NCGG.

• Governing Body:

• • The NCGG is governed by the governing body which is headed by the Cabinet Secretary.
  • The Director-General of the Centre acts as the Member-Secretary of the body.
  • Apart from this, there are secretaries from nine departments or ministries and also five experts from various fields.

Capacity Building Programmes of NCGG

• Outreach:
  • The NCGG has trained civil servants from 15 countries, including Bangladesh, Kenya, and Vietnam, among others.
  • Additionally, the NCGG has provided capacity-building training to civil servants from various states in India.
• Aim of the program: Capacity Building Programmes of NCGG aims to educate officers on creating and implementing efficient public policies and programs to enhance citizens’ quality of life.
• Program Coverage:
  • The NCGG program covered several initiatives, including the changing paradigm of governance, river rejuvenation, digital technology, rural development, public-private partnerships, land administration, ethics, and digital healthcare governance in India.
  • This program emphasizes the timely redressal of public grievances and using modern technology to improve public service delivery.
  • It also highlights the importance of building modern infrastructure, working with stakeholders, and developing policies and programs in a participatory and disaster-resilient manner.
• Expansion of Capacity Building Programmes:

• • Due to high demand, the NCGG is expanding its capacity to host more civil servants from different countries.
  • In response to high demand, the NCGG is increasing the number of programs it offers for the year 2023-24 to three-fold.
