Odisha Bill to amend Land Acquisition
- The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement Act, 2013, has been proposed for modification by the Odisha government.
- It intends to streamline the land acquisition procedure for different infrastructure and industrial developments.
- By adding a new provision, the change will also allow the state government to recoup any money that was improperly paid to anyone under the Act.
- Odisha will be the fourth state following Gujarat (2016), Maharashtra (2018), and Karnataka (2019) to change the law.
Issues with Land Acquisition:
- Acquisition of private land under the Land Acquisition and Resettlement Act has been a major difficulty for the state government due to measures such as mandated social effect assessment (SIA).
- The SIA study takes time, which delays the purchase of the land.Â
Significance of the Amendment of the Land Acquisition Bill:
- The change to the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement Act, 2013, will eliminate the SIA’s time-consuming mandatory requirement.
- The measure will give project proponents hassle-free access to land, which is one of the prerequisites for the growth of infrastructure and the industrial sector.
- It will simplify the procedure for infrastructure projects, including educational facilities, healthcare facilities, governmental buildings, electrification, irrigation, and drinking water projects, which are essential to India’s national security or defense.
