UPSC Exam Preparation: Topic of the Day – Uchchatar Avishkar Yojana (UAY)

Uchchatar Avishkar Yojana (UAY) is an initiative under the Union Ministry of Human Resource and Development (MoHRD). It aims to promote innovation in areas relevant to manufacturing and design industry with 25% of the project cost to be committed by the industry, 25% by DST and 50% by MHRD. The Uchchatar Avishkar Yojana was launched to promote industry-specific need-based research so as to keep up the competitiveness of the Indian industry in the global market.

The primary intent of launching UAY scheme is to make students more accustomed with the outer world and give them a market oriented mind-set by bridging the gap between academics and the practical working field. The UAY is handled by the Department of Higher Education and is the sole administrator of the scheme.

Initially, the programme is planned to be launched only in premier educational institutions of
India, such as the Indian Institutes of Technology (IITs). All the IITs have been encouraged to work with the industry to identify areas where innovation is required and come up with solutions that could be brought up to the commercialization level. Under the Uchchatar Avishkar Yojana, it is proposed to invest Rs. 250 crores every year on identified projects proposed by IITs, provided the Industry contributes 25 per cent of the project cost.

 

Project implementation procedure under the Uchchatar Avishkar Yojana

  1. Project initialization
  2. Feasibility study
  3. Project cost bearing (Here, it is to be noted that the major part of the cost will be borne by the institute itself. The industry would bear about 1/4th of the project cost)
  4. Project Approval
  5. Project Funding (There are certain components of the programme for which the project funding will be borne by the Government)
