UPSC: India facing shortage of IAS and IPS Officers in Civil Service

UPSC: India facing a shortage of 1400 IAS and 900 IPS officers in Civil Service, says the government.

The government says that in terms of vacancies to be filled in civil services, Bihar has the highest number of vacancies with 128, while Uttar Pradesh and West Bengal follows with 117 and 101 vacancies respectively.

 

Shortage in Indian Administrative Service (IAS) Officers

The Union Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh said Lok Sabha that there is a dearth of over 1,400 IAS and 900 IPS Officers in the country. Presently, the country has 4,926 Indian Administrative Service (IAS) officers in civil services whereas the authorised strength is 6,396.

“India is facing a dearth of 1,470 IAS officers.”

Remarkably, according to this year’s UPSC Notification 2017 for Civil Services Exam, the number of vacancies to be filled is 980 officers, which is the lowest in the past five years.

The MoS also informed that according to the vacant posts, Bihar has the highest number of vacancies with 128 posts, while Uttar Pradesh has 117 vacancies and 101 in West Bengal. 

 

Shortage in Indian Police Service (IPS) Officers

In the same way, a total of 908 civil services post in the Indian Police Service (IPS) is also vacant. It was also noted that against the total sanctioned strength of 4,802, only 3,894 officers are working in the country.

The maximum number of 114 vacancies exists in Uttar Pradesh (UP), West Bengal (WB) with 79 vacancies and Karnataka with 72 vacancies. While in Bihar, against the authorized strength of 231 for IPS officers, 43 posts are still vacant.

 

Shortage in Indian Foreign Service (IFS) Officers

There is also shortage of Indian Forest Service (IFS) Officers in the country. Against the total authorised strength of 3, 157, there are only 2, 597 IFS officers in the country with a lack of 650 IFS Officers.

The highest number of vacancies for IFS is in Maharashtra with 46 posts, followed by Madhya Pradesh (MP), Odisha, and Tamil Nadu with 45 posts each.

 

Analysis of Annual intake of IAS, IPS and IFS Officers

An analysis of annual intake of IAS, IPS, and IFS Officers between 2009 and 2015 reveals that the government has increased the annual intake of IAS Officer to 180 (in the last four years), while the annual intake of IPS and IFS officers has been increased to 150 and 110 respectively.

 

Some Mentions in the Panel’s Report submitted in the Parliament

“Further, in promotion quota, prompt action has been taken for holding selection committee meeting for appointment by promotion/selection of state service officers in all-India services,” the Minister said.

“The Committee expresses its serious concern over the persistent shortage of IAS officers and strongly recommends that all efforts be made to fill these vacancies,” the panel had said in its report submitted in Parliament.

Adding to this the committee also noted that the Indian Administrative Service under the Union and the States mans almost all the crucial and strategic positions and hence the persistent lack in the IAS Officers would eventually affect the governance in the country.
