Context:
Steel-cutting ceremony for first Next-Generation Offshore Patrol Vessel of ICG held at Mazagon Dock Shipbuilders Limited, Mumbai.
Background:
- The Ministry of Defence had, in December 2023, signed a contract with MDL to procure six NGOPVs for the lCG at a total cost of Rs 1,614.89 crore.Â
- The project aims to bolster the capabilities in coastal and offshore patrol, safeguard maritime zones, and enhance operational efficiency.
What are NGOPVs?
- An offshore patrol vessel (OPV) is a small surface ship designed for coastal defence. These warships are well equipped to tackle a range of roles such as maritime security, border control, anti-smuggling, counter-terrorism, disaster relief and more.
- The NGOPVs are equipped with state-of-the-art machinery and equipment.Â
- The vessel is powered by two diesel engines which are capable of achieving a maximum continuous speed of 23 knots and cover a distance of up to 5,000 nautical miles.Â
- They also have integral twin-engine helicopter facilities and staging for heavy helicopters, enabling swift and effective aerial surveillance and response capabilities.
Significance:Â
- The NGOPVs provide the lCG with unparalleled flexibility and operational edge with advanced features such as multipurpose drones, Al capabilities, and wirelessly controlled remote water rescue craft.
2. World No Tobacco Day, 2024

Context:
World No Tobacco Day is observed on 31 May every year.
About World No Tobacco Day:
- World No Tobacco Day is a global event aimed at raising awareness about the dangers of tobacco use and encouraging people to quit smoking.
- The theme for 2024 is ‘Protecting Children From Tobacco Industry Interference.’Â
- This year’s theme aims to protect young people and urges the tobacco industry to stop targeting the young population with products that are harmful to their health.
- This discourse provides a platform for young people, policy-makers and tobacco control advocates globally to discuss the issue and urge governments to adopt policies that shield young people from the manipulative practices of the tobacco and related industries.
India and World No Tobacco Day 2024:
- On the occasion of World No Tobacco Day (WNTD) 2024, the Department of School Education & Literacy (DoSEL), Ministry of Education, launched an Implementation Manual of Tobacco Free Educational Institutions (ToFEI) at New Delhi in collaboration with Socio-Economic and Educational Development Society (SEEDS).
- The manual is aligned with the theme of this year’s World No Tobacco Day.
- The manual aims to assist schools in adhering to the ToFEI guidelines thereby creating a healthier, tobacco-free environment for students.
3. Antarctic Treaty Consultative Meeting (ATCM)

Context:
India successfully concludes hosting the 46th Antarctic Treaty Consultative Meeting (ATCM-46) and the 26th Committee on Environmental Protection (CEP-26) in Kochi, Kerala.
Details:
- The ATCM-46 was held with the overarching theme of Vasudhaiva Kutumbakam, a Sanskrit phrase that means one Earth, one family, one future.Â
- This resonates deeply with the Antarctic Treaty System, which promotes peace, scientific cooperation, and the preservation of Antarctica for mankind.
- The head of the Indian delegation, Dr. M. Ravichandran, Secretary, MoES, said that India will be submitting comprehensive environmental evaluations for establishing Maitri-II.
Significance:
- The ATCM-46 and CEP-26 were hosted by the Ministry of Earth Sciences, Government of India, through the National Centre for Polar and Ocean Research (NCPOR), Goa, with support from the Antarctic Treaty Secretariat headquartered in Argentina.Â
- The event witnessed the reaffirmation of the Antarctic Treaty (1959) and the Protocol on Environmental Protection to the Antarctic Treaty (the Madrid Protocol, 1991) by the Parties.Â
- The ATCM and CEP are crucial global forums for Antarctic affairs convened annually that set collective and concerted dialogue and action towards preserving one of Earth’s most pristine and fragile ecosystems.

4. Prelims Facts
Nelson Mandela Award for Health Promotion
- National Institute of Mental Health & Neuro Sciences (NIMHANS), Bengaluru, an Institute of National Importance under the Ministry of Health and Family Welfare, Government of India has been awarded the Nelson Mandela Award for Health Promotion for 2024 by the World Health Organisation (WHO).
- This award recognises individuals, institutions and/or governmental or non-governmental organisations that have demonstrated remarkable contributions to health promotion.
- It was instituted by the WHO in 2019.
- NIMHANS has been at the forefront of mental health and neurosciences, championing innovative approaches to research, education, and patient care.Â
- It has been instrumental in initiating and implementing avant-garde mental health programs that address the needs of diverse populations.Â
- Its efforts in integrating mental health care into general health care, developing community-based strategies, and pioneering digital health interventions have been recognized globally.
