1. Launch of DoPTs revamped portals

Context: Launch of DoPTs revamped portals to mark Good Governance Day.

Details

  • To mark the Good Governance Day and the culmination of Good Governance Week, Dr Jitendra Singh, Union Minister for Science & Technology, also in charge of DoPT launched national-level revamped versions of the Probity Portal and e-HRMS (electronic Human Resource Management System) Portal for government employees, developed by the DoPT (Department of Personnel & Training).
    • The Good Governance Day is observed on 25th December to mark the birth anniversary of former Prime Minister Atal Bihari Vajpayee. Good Governance Day is an occasion to reiterate the noble resolve of bringing “Ease of Living” for the common man.
  • The revamped e-HRMS 2.0 Portal will provide various services in a digital mode to the employees – Transfers (Rotation/Mutual), APAR (Annual Performance Appraisal Report), Deputation, IPR (Immovable Property Returns), iGOT Trainings, Vigilance Status, Service Book, Deputation Opportunities, and other basic HR Services like Leave, Tour, Reimbursements etc. The revamped e-HRMS 2.0 is the first digital system in GoI to provide end-to-end HR services. It will enhance productivity and transparency in the administrative system. 
  • The minister also launched the Mobile App of iGoT (integrated government online) Karmayogi Portal by Karmayogi Bharat (SPV- Special Purpose Vehicle)) with an aim to provide professional, well-trained and future-ready civil service for India. The app and the platform will allow all government servants, at multiple levels, to undergo continuous training, depending on their domain areas. The app and the platform will provide anytime-anywhere-any-device learning to train about 2 crore users which was hitherto not achievable through traditional measures.
  • Revamped Probity Portal was also launched on Good Governance Day. It allows capturing of real-time information sending a clear signal that ‘non-performance’ and ‘inefficiency’ of the government employees will not be tolerated and that ‘integrity’ and ‘probity’ are expected from every Government servant.
    • The probity portal was launched in 2017 for obtaining data from all the Ministries/Departments/Autonomous Organizations/Public Sector Banks. Read more on Probity in Governance in the linked article.

2. Pushpa Dahal appointed Nepal PM

Mains: India – Nepal relations

Context: Prime Minister Narendra Modi congratulated Pushpa Kamal Dahal “Prachanda” on being elected as the new leader of Nepal.

Details

  • Pushpa Dahal was appointed Nepal PM for the third time after he secured the support of 169 members of the Parliament to form the new government.
  • CPN-Moist Centre Chairman Pushpa Dahal “Prachanda” was appointed new PM of Nepal after the guerilla leader dramatically broke away from the five-party ruling alliance led by the Nepali Congress, ending the political uncertainty after last month’s general elections failed to produce a clear winner.

3. Losar festival

Syllabus: GS1, Indian Culture – Festivals.

Prelims: Losar Festival.

Context – Shri Narendra Modi extended his greetings and best wishes on the occasion of the Losar festival.

Details

  • The Losar festival is marked with enthusiasm in Ladakh as the new year. It is celebrated in Ladakh by the Buddhist community. Losar is a Tibetan word which means “New Year”. 
  • It is a fifteen-day festival, from the start of the Tibetan lunar calendar, marking the first day of the 11 months in the Tibetan calendar.
  • The Losar festival falls during the winter, anywhere between the 8th and 30th of December.
