Prelims/Mains: Central Excise Bill, 2024

Context:

CBIC invites suggestions on the draft ‘Central Excise Bill, 2024’ in a pre-defined format from stakeholders by 26th June 2024.

About the Central Excise Bill, 2024:

  • The Central Board of Indirect Taxes and Customs (CBIC) has come out with a draft Central Excise Bill, 2024, which seeks to replace the eight-decade-old Central Excise Act, 1944.
  • The bill aims to enact a comprehensive modern central excise law with an emphasis on promoting ease of doing business and repealing old and redundant provisions.
  • The bill indicates the government’s intention to revisit the provisions of the existing Central Excise Act while also working on consensus for introducing GST on all products, including petroleum products, which are still not covered under the GST ambit.   
  • The Bill comprises twelve chapters, 114 sections and two schedules.

 


2. Prelims Facts

Intraoperative Ultrasound (iUS) Machine

  • The Neurosurgery department at Tata Memorial Centre (TMC), Mumbai, procured a state-of-the-art intraoperative Ultrasound (iUS) machine for performing complex brain tumour surgeries. 
  • iUS is cost-efficient and with appropriate training, can become an important adjunct in the neurosurgeon’s armamentarium. 
  • The bKActiv machine is the first installation of this advanced iUS system in the country.
  • Significance: Intraoperative imaging is crucial for safely and accurately removing intrinsic brain tumours. 
    • Combined with navigational aids (akin to a surgical GPS), the iUS machine allows neurosurgeons to track tumour remnants precisely. 
    • Further, when combined with brain mapping techniques like awake surgery, they enable the removal of tumours radically, even near critical functioning brain regions. 
  • iUS, being less costly than other intraoperative imaging systems (like intraoperative MRI), is particularly beneficial for patients in India.
