1. 4th Shanghai Cooperation Organisation Startup Forum

Prelims: Shanghai Cooperation Organisation Startup Forum 

Content: The fourth edition of the Shanghai Cooperation Organisation (SCO) Startup Forum took place on March 19, 2024, in New Delhi, aimed at fostering innovation and collaboration among startups from SCO Member States.

Plenary Session

  • Physical participation from SCO Member States, delegations of SCO startups, nodal agencies, senior government officials, and diplomats marked the plenary session.
  • Keynote address by Shri Rajesh Kumar Singh, Secretary of DPIIT, emphasized the role of startups in bolstering a nation’s economy.
  • Shri Sanjiv, Joint Secretary of DPIIT, briefed the delegation on India’s startup journey and government initiatives to promote startups.

Showcase and Workshop

  • The SCO Pavilion showcased products and services from over 15 SCO startups, facilitating networking opportunities.
  • A workshop by Startup India on ‘Establishing a Seed Fund’ provided insights into setting up seed funds to support early-stage startups.

Special Working Group for Startups and Innovation (SWG)

  • All Member States agreed to create the SWG at the SCO Heads of State Summit in Samarkand, Uzbekistan, in September 2022.
  • The SWG aims to foster collaboration among SCO Member States, accelerate regional economic development, and benefit the startup ecosystem.

India’s Initiatives

  • India proposed the SWG initiative in 2020, aiming to create a new pillar of cooperation within the SCO.
  • DPIIT has organized various initiatives for the startup ecosystem, expanding the innovation footprint and inspiring other SCO Member States.

Significance

  • The SCO Startup Forum serves as a platform to empower local startup ecosystems in SCO Member States, providing mentoring and access to investor and corporate engagement activities.
  • The creation of the SWG signifies a commitment to fostering collaboration and driving regional economic growth through innovation and entrepreneurship.

2. IMT TRILAT- 2024

Syllabus: GS-2, International relations

Prelims: IMT TRILAT- 2024

Context: The second edition of the India Mozambique Tanzania (IMT) Tri Lateral (TRILAT) Exercise, named IMT TRILAT-2024, is scheduled to take place from March 21 to March 29, 2024.

  • INS Tir and INS Sujata will represent India in this joint maritime exercise, aimed at enhancing cooperation and interoperability between the navies of India, Mozambique, and Tanzania.

Exercise Phases

  • The exercise is planned in two phases: a harbour phase from March 21 to March 24, and a sea phase from March 24 to March 27.
  • During the harbour phase, naval ships Tir and Sujata will engage with the respective navies at the ports of Zanzibar (Tanzania) and Maputo (Mozambique).
  • Activities during this phase include planning conferences, joint harbour training activities like Damage Control, Fire Fighting, Visit Board Search and Seizure procedures, Medical Lectures, Casualty Evacuation, and Diving operations.
  • The sea phase will cover practical aspects of countering asymmetric threats, Visit Board Search and Seizure procedures, boat handling, manoeuvres, firing exercises, and a joint Exclusive Economic Zone (EEZ) surveillance.

Cultural and Training Exchanges

  • Indian Naval ships will be open for visitors during the harbour stay and will participate in sports and cultural exchanges with the host navies.
  • Training visits for sea trainees of the 106 Integrated Officers Training Course are also planned at the respective ports, fostering mutual learning and collaboration.

Significance

  • IMT TRILAT-2024 aims to strengthen maritime security cooperation, enhance mutual understanding, and promote goodwill among the participating countries.
  • By conducting joint training exercises, the navies of India, Mozambique, and Tanzania seek to improve interoperability and readiness to address maritime security challenges effectively.
