Who has the right to create a new All India Service?

According to Article 312 of the Indian Constitution, the Parliament is entitled to create one or more All India Services common to the Union and the States. The All India Services( including All India Judicial Service) can be created by the parliament of India if the Rajya Sabha passes a resolution declaring that it is essential in the interest of the nation.
