Who introduced the Rowlatt Act in India?

The Rowlatt Act was introduced in India by the Imperial Legislative Council of the British, although members from India were united in their opposition to the introduction of the Rowlatt Act. This act led to the arrest of many nationalists and freedom fighters of India.
