Why did the Swadeshi movement fail?

The Swadesh movement did not have an effective organisation and party structure to be its vanguard. 

The movement did not have another line of leaders after the large scale deportation of Tilak, Lala Lajpat Rai and Ajit Singh. Also, Bipin Chandra Pal and Aurobindo Ghose had retired from politics.
