The National Mobile Monitoring System (NMMS) App has been rolled out for capturing the attendance of workers under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA).  Pilot testing was conducted in the Alwar district of Rajasthan before the nationwide rollout.

National Mobile Monitoring Software App

The Ministry of Rural Development has launched the National Mobile Monitoring System (Software) (NMMS) app for capturing the attendance of workers under the National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS).

• The rollout of the NMMS app was preceded by pilot testing in the Alwar district of Rajasthan, after which its applicability was checked.
• The capturing of attendance for all works under the NREGS (except individual beneficiary schemes/projects) has been made mandatory from 1st January 2023.
• Worksite supervisors are responsible for capturing attendance along with geo-tagged photographs of the workers through the NMMS app.
• The ministry has been providing training to the states/UTs to ensure smooth transitioning to NMMS app as and when requested by the states/UTs.
• Technical issues faced are taken up with NIC, Rural Development on a real-time basis and new provisions/suggestions requested by the states/UTs are being incorporated.
• The NMMS app has been modified to capture the second photograph just after 4 hours of uploading the attendance and first photograph.
• The morning attendance along with the first photograph can be captured in offline mode and uploaded once the device comes into a network.
• All issues concerning the NMMS application will be reviewed and resolved from time to time.

What are the uses of the NMMS App?

The NMMS App can solve many challenges facing the implementation of the MGNREGA.

• One of the key challenges is the issue of ghost beneficiaries, where workers who are not actually present at the worksite are marked as present. NMMS will capture attendance along with geo-tagged photographs of workers, ensuring that only those who are present at the worksite receive wages.
• Delay in wage payments is another issue that MGNREGA has faced. With the NMMS app, attendance and wage data can be uploaded in real-time, reducing the time taken to process wage payments.
