N. Madhava Rao

Born on June 8th, 1887, and passing away on August 28th, 1972, Shiromani Pradhan Sir Nyapathi Madhava Rau, CIE, was an Indian civil officer and administrator who presided over the Diwan of Mysore from 1941 to 1945. He was a part of the Indian Constitution’s drafting committee.

About N. Madhava Rao

Madhava Rao was the 23rd Diwan of the Mysore Kingdom. He was born in Masulipatnam and died in Bangalore. He was an alumnus of Pachaiyappa’s College, Chennai and an able Civil Servant.

Life as a Civil Servant

Madhava Rau passed the Mysore Civil Service exam and received the Carmichael Medal for finishing with the first position. As an Assistant Commissioner in the Gubbi taluk of the Tumkur district, he entered the Mysore Civil Service. Subsequently, he was chosen to serve as a member of a commission to look into an insurrection that occurred in the Kollegal Taluk of the previous Coimbatore District. From 1921 to 1924, he held the position of secretary at the Bhadravathi Steel Works. He was then appointed Chief Secretary to the Government of Mysore and served as the Trade Commissioner for the Mysore State in London, England. Before being named the Diwan of Mysore, he subsequently rose to the position of Member of Council.

Life as the Diwan of Mysore

He succeeded Sir Mirza Ismail upon his retirement as the Diwan of Mysore state, a position he held between 1st June 1941 and 6th August 1946. The State of Mysore was experiencing acute food shortages during the Second World War. During this time it is said that Madhava Rau well handled the crisis and planned a speedy recovery. The Sivasamudram Electric Power Station was struck by lightning in 1944, and Madhava Rau successfully repaired the damage. A new Legislative Council was created during Madhava Rau’s term as Diwan by combining the Mysore Legislative Council with the Mysore Representative Assembly. The newly constituted Council held its first elections in February 1941.

Later Life

Following his retirement, Madhava Rau served in the first Indian Constituent Assembly and the Dr. B. R. Ambedkar led Constitution Drafting Committee. On August 28, 1972, Madhava Rau passed away at the age of 85.

Opposition to Hindi

Madhava Rau favoured keeping English as the official language of the Indian Union and was adamantly opposed to making Hindi the country’s official language.

Honours

In the year of 1943, Madhava Rau was appointed a Companion of the Order of the Indian Empire (CIE), a position he renounced in 1947. The Maharaja of Mysore additionally bestowed upon him the titles of “Rajamantra Pravina” and “Pradhana Shiromani”.
