What is SMART PDS?

The Scheme for Modernisation and Reforms through Technology in Public Distribution System or SMART-PDS is a technology-driven initiative launched by the Department of Food and Public Distribution to modernize the Targeted Public Distribution System (TPDS).

  • Smart ration cards are issued to the citizens which can be used for verification, as they place their fingerprint over a fingerprint scanner to double-check their identity.
  • It is to address the issues faced in the efficient delivery of critical central welfare schemes to the most vulnerable sections of society.

SMART PDS Significance & Benefits

  • Prevents leakage: SMART-PDS aims to prevent leakage of food grains, and increase the efficiency of the distribution chain.
  • Ensures the availability of essential rations for migrants: By using information about beneficiaries, their food security needs, and patterns of migration.
  • Ensures efficient delivery of welfare schemes: SMART-PDS initiative can address this deficit.
  • Standardization of the PDS operation: The Centre plans to use data analytics and other ICT tools. There will be a standardization of the PDS operation through the use of technology and integrating the same with FCI, CWC, transport supply chain of rail and road, Ministry of Education, Women and Child Development and UIDAI.
  • Overcome state-level limitations: Technology-led reforms are expected to overcome the state-level technological limitations of PDS operations. This will also institutionalize an integrated central system for all PDS-related operations across all states/UTs.
  • Implementation of One Nation One Ration Card: SMART-PDS can also help in the implementation of One Nation One Ration Card, the creation of a national-level data repository of beneficiaries, the creation of integrated data infrastructure across ration card management, allocation, supply chain of foodgrains and FPS automation among Centre and all states.

Conclusion: The scope of SMART-PDS is beyond just ration distribution, and the integration of AI can be a game changer for people as well as governments in bringing accountability and efficiency across all programmes. It can also help in giving insights for other programmes and policies.
