1. Coastal Security

Syllabus: GS 3 – SECURITY; Various security forces and agencies and their mandate

Prelims: Indian Coast Guard (ICG), chain of static sensors.

Context: Surveillance and monitoring are being carried out in coastal areas by ICG.

Details: Measures taken by the government to ensure robust coastal security along with environmental sustainability aspect:

  • Security Aspect:
    • Proper enforcement of maritime laws
    • Ensuring coordination with different types of ports for proper surveillance 
    • Preparing Marine Police and Joint Coastal Patrol (JCP) with world-class training
    • Standard operating procedure for discipline within the forces 
    • Community Interaction Programme (CIP) for building trust and rapport with coastal communities of fisherfolks
  • Environmental Sustainability Aspect:
    • Deployment of pollution response vessel and aircraft-based surveillance to detect oil spill accidents and pollution response

2. Two Years of National Education Policy

Syllabus: GS 2 – EDUCATION; Issues relating to development and management of social sector/service relating to education

Prelims: National Education Policy

Context: Education and skill development initiatives launched on completion of two years of the National Education Policy. 

Details: A plethora of initiatives launched covering dimensions like – vocational training, digital education and teacher training and innovation-led education. Initiatives launched are:

  • Kalashala initiative for promoting different art forms of India and make children aware of the rich cultural heritage of India.
  • IKS – MIC program for technology demonstration taking into account India’s traditional knowledge system.
  • For promoting critical thinking and foster scientific learning 750 virtual labs have been proposed.
  • Vidya Amrit Portal aligned for nurturing digital education.

3. Mission Vatsalya

Syllabus: GS 2 – HEALTH; Issues relating to development and management of social sector/service relating to health

Prelims: Mission Vatsalya

Context: New norms for Mission Vatsalya

Details: 

  • Centrally sponsored scheme under Ministry of Women and Child Development
  • Provisions: 
    • Rs 4000/- per child
    • Helpline service is also provided for children as defined under the JJ Act, 2015
    • Attention needs to be given to special needs children in CCI (Child Care Institution) through facilities like – medical therapists, special educators, etc.
    • For each district – creation of Cradle Baby Reception centre in government-run Specialized adoption agency.

4. Steps for Improving Maternal and Child Health

Syllabus: GS 2, Social Justice; Welfare Schemes for vulnerable section

Context: Support in the form of technique and finance is given to states based on their requirement under Programme Implementation Plans.

Details: Care in pregnancy and childbirth is one of the major components of 12 packages under Comprehensive Primary Healthcare under the Ayushman Bharat – Health & Wellness Centres (AB-HWC) scheme. It comprises:

  • Diagnosing and registering pregnancy at initial stage
  • Antenatal checks (4) in high-risk or critical pregnancies
  • Counselling and follow-up referrals regarding the nutritional status and awareness
  • Ensuring robust institutional deliveries (through LaQshya initiative) and family planning
