Work on Economic Census -2019 gathers momentum

Context

  • Preparations for 7th Economic Census are underway. In the run up to the field work to be undertaken by the enumerators across the country, several activities have been planned by the Union Ministry of Statistics and Program Implementation.

About Economic Census

  • Economic Census is the complete count of all establishment located within the geographical boundary of India.
  • The Economic Census provides disaggregated information on various operational and structural variables of all establishments of the country.
  • Economic Census also provides valuable insight into geographical spread/clusters of economic activities, ownership pattern, persons engaged, etc. of all economic establishments in the country.
  • The information collected during Economic Census are useful for socio-economic developmental planning at state and district levels.
  • Economic Census provides an updated sampling frame for follow- up enterprise surveys undertaken for detailed and comprehensive analysis of all establishments in the country.
  • Six Economic Censuses, (EC) have been conducted by the Union Ministry of Statistics and Program Implementation. till date.
  • The first Economic Census was undertaken in 1977.

Economic Census-2019

  • The Seventh Economic Census (7th EC) is being conducted by Ministry of Statistics and Programme Implementation (MoSPI)
  • Economic Census will cover all establishments including household enterprises, engaged in production or distribution of goods/services (other than for the sole purpose of own consumption) in non-farm agricultural and non-agricultural sector will be counted.

2nd Global Disability Summit at Buenos Aires

Context

A delegation headed by Union Minister for Social Justice and Empowerment to participate in the “2nd Global Disability Summit to be held at Buenos Aires, Argentina.

About the Summit

  • The objective of the summit is to
    • Deliberate on issues across the world concerning empowerment and inclusion of Persons with Disabilities (PwDs) and
    • To work out a mechanism for enabling them to live an independent and dignified life.
  • The delegation will also participate in the bilateral discussions with Government of Argentina for developing a Memorandum of Understanding (MoU) between the two countries.

Union Health Minister urges to join Ayushman Bharat- PMJAY

Context

  • Harsh Vardhan, Union Minister of Health and Family Welfare, upon assuming charge of the Health Ministry immediately, wrote a letter to the Chief Ministers of Delhi, Odisha, Telangana, and West Bengal urging them to join the Government of India’s flagship health protection scheme, Ayushman Bharat.

Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)

  • AB-PMJAY provides a defined benefit cover of Rs. 5 lakh per family per year. This cover will take care of almost all secondary care and most of tertiary care procedures.
  • To ensure that nobody is left out (especially women, children and elderly) there will be no cap on family size and age in the scheme.
  • The benefit cover will also include pre and post-hospitalisation expenses. All pre-existing conditions will be covered from day one of the policy. A defined transport allowance per hospitalization will also be paid to the beneficiary.
  • Benefits of the scheme are portable across the country and a beneficiary covered under the scheme will be allowed to take cashless benefits from any public/private empanelled hospitals across the country.
  • The beneficiaries can avail benefits in both public and empanelled private facilities. All public hospitals in the States implementing AB-PMJAY, will be deemed empanelled for the Scheme.
  • Hospitals belonging to Employee State Insurance Corporation (ESIC) may also be empanelled based on the bed occupancy ratio parameter. As for private hospitals, they will be empanelled online based on defined criteria.
  • To control costs, the payments for treatment will be done on package rate (to be defined by the Government in advance) basis. The package rates will include all the costs associated with treatment.
  • For beneficiaries, it will be a cashless, paper less transaction. Keeping in view the State specific requirements, States/ UTs will have the flexibility to modify these rates within a limited bandwidth.

School Nursery initiative to be launched soon

Context

  • Union Minister for Environment, Forest and Climate Change and for the Ministry of Information and Broadcasting Shri Prakash Javadekar today said that his ministry will soon launch an initiative called School Nursery across the country.
  • In the initiative school kids will plant a seed, nurture the sapling and on his/her annual result would take the plant to be a trophy.

World Environment Day (WED)

  • The World Environment Day (WED) urges governments, industries, communities and individuals to come together to explore renewable energy, green technologies and improve air quality in cities and regions across the world.
  • The celebration of this day provides us with an opportunity to broaden the basis for an enlightened opinion in preserving and enhancing the environment.
  • World Environment Day is the biggest annual event for positive environmental action and takes place every year on 5th June.
  • World Environment Day 2019 is being hosted by China this year with a theme of “Air Pollution”.

Air Pollution

  • Air pollution is the biggest environmental health risk of our time. Airborne pollutants are responsible for about one third of deaths from stroke, chronic respiratory disease, and lung cancer, as well as one quarter of deaths from heart attack.
  • Air pollution is also fundamentally altering our climate, with profound impacts on the health of the planet. India hosted the last year’s World Environment Day emphasizing on prevention of ‘Plastic Pollution’.
  • India has formulated and launched the National Clean Air Programme (NCAP). This is a long term and time bound national level strategy to tackle the increasing pollution problem across the country.
  • The objective of NCAP is comprehensive plan for prevention, control and abatement of air pollution besides augmenting the air quality monitoring network.
