1. India Infrastructure Project Development Fund Scheme

Context: Notification of the India Infrastructure Project Development Fund Scheme.

Details:

  • The Department of Economic Affairs (DEA), Ministry of Finance notified a scheme for the Financial Support for Project Development Expenses of Public Private Partnership (PPP) Projects – India Infrastructure Project Development Fund Scheme (IIPDF Scheme).
  • The scheme will provide the necessary support to the Project Sponsoring Authorities (PSA), both in the Central as well as State Governments. It will extend financial aid to meet the cost of transaction advisors and consultants engaged in the development of PPP projects.
  • It is a Central Sector Scheme and will create a shelf of bankable viable PPP projects to achieve the vision of modern infrastructure for India.
  • IIPDF Scheme is in addition to the already existing Scheme for Financial Support to PPPs in Infrastructure, the Viability Gap Funding Scheme (which was launched in 2020).
    • The Viability Gap Funding Scheme supports infrastructure development projects undertaken in the PPP model that is economically justified but commercially unviable.
  • DEA is formulating appropriate policy frameworks for encouraging private investment in infrastructure development. The private sector brings efficiency to the execution and implementation of projects.

2. UIDAI tops Grievance Redressal Index

Syllabus: GS 2, Governance.

Prelims: Grievance Redressal Index.

Mains: Important aspects of governance, transparency, and accountability.

Context: The Grievance Redressal Index of October 2022 was released.

Details:

  • The Unique Identification Authority of India (UIDAI) was ranked first amongst all Departments, Ministries, and Autonomous Bodies for resolving public grievances in the report published by the Department of Administrative Reforms and Public Grievances (DARPG) for the month of October 2022.
  • This is the third month in a row that UIDAI was placed at the topmost position.
  • UIDAI has a robust grievance redressal mechanism consisting of UIDAI Headquarters, Regional Offices, Technology Centre, and contact centre partners. 
  • A resident-centric coordinated approach enables it to address approximately 92% of Customer Relationship Management (CRM) Grievances within a week. The new CRM has facilities of multi-channels like phone calls, chatbots, email, web portals, social media, and walk-ins to register, track, and resolve grievances effectively.

Aadhaar Mitra:

  • Aadhaar Mitra is a new Artificial Intelligence/Machine Learning based Chatbot launched by UIDAI to enhance citizens’ experience.
  • It has enhanced features like checking Aadhaar enrollment/update status, tracking of Aadhaar PVC card status, etc.
  • The general public can register and track their grievances with the aid of Aadhaar Mitra.

3. Aibawk – first cluster to be completed under the Shyama Prasad Mukherji Rurban Mission

Prelims: Shyama Prasad Mukherji Rurban Mission (SPMRM).

Mains: Government policies and interventions.

Context: Aibawk became the first cluster to be completed under SPMRM.

Details:

  • Aibawk cluster in the Aizawl district of Mizoram became the first cluster to be completed under the Shyama Prasad Mukherji Rurban Mission (SPMRM).
  • SPMRM was launched in the year 2016 with the aim to provide amenities to rural areas which are considered to be urban and have the potential to revive the local economy.

Aibawk Rurban Cluster:

  • It covers an area of approximately 522 sq. km, spread across eleven villages and having a population of nearly 10,963. 
  • The cluster had a locational advantage because of its proximity to the city of Aizawl.
  • It completed all 48 projects which included:
    • Improving value chains and developing market access through the construction of agri-link projects, inter-village connectivity, etc.
    • Promotion of agriculture and allied activities, encouraging eco-tourism, etc.
    • A holistic development approach, that consisted of basic infrastructure facilities such as roads, drains, water supply, and social infrastructure like educational institutions, sports infrastructure, etc.
