2. India’s Third Biennial Update Report at COP26: Climate Change from a Position of Strength and Responsibility

Context: The Government of India presented the third Biennial Update Report at the COP26 which was submitted early this year to the UNFCCC. This presentation was made during the 11th Facilitative Sharing of Views (FSV).

About:

  • The scientific advisor, on behalf of the Government of India, stated certain facts that determined India’s approach in tackling the serious issue of climate change.
  • It was stated that India represents 17% of the total world population and it accounts for only 4% of cumulative emissions.
  • India’s present greenhouse gas emissions (GHG) are about 5%.
  • Moreover, it was put forth that India has been proactive in mitigating the challenges imposed by climate change and such measures move across the socio-economic spheres. For instance, decoupling of economic growth from greenhouse gas emissions has been of major importance.
  • 24% reduction in emission intensity of its GDP (in the period of 2005-2014) and India’s increasing solar capacity, summing up to 17 times in the last seven years, were the key areas of discussion at the multinational platform.
  • The importance of people’s participation in dealing with climate change was also talked about.

Therefore India’s efforts to tackle climate change have been appreciated by all the parties (UK, EU, China, Republic of Korea, Luxembourg, Czech Republic, Switzerland, Saudi Arabia and Indonesia).

3. Promotion of Inland Saline Water Aquaculture

Context: The Department of fisheries under the Ministry of Animal Husbandry and Dairying conducted a webinar and discussed the importance of aquaculture in saline affected soils leading to low productivity. The essentials of Pradhan Mantri Matsya Sampada Yojana (PMMSY) were discussed with the objective of converting waste land into wealth land.

About:

  • The discussion aimed at promoting aquaculture by technology infusion, training and capacity building of farmers.
  • Expanding the market linkages, increasing the availability of quality seed and feed were also key points of discussion along with the establishment of good aquaculture practices.
  • The importance of cluster development models was highlighted to give a one stop solution to the developmental facilities like laboratory network, feed plants, cold chain and marketing infrastructure accompanied by the adoption of technologies like RAS and biofloc.

Broadening the avenues of inland saline water aquaculture and PMSSY will enable employment generation in the fisheries sector as well as boost food and nutritional security.
