Prelims: Chief Information Commission, Composition

Context:  New Chief Information Commissioner calls on Union Minister and informs about the RTI disposal rate

    • According to CIC data, 11,499 RTI Appeals/Complaints were disposed of between January 1, 2023, and November 9, 2023, with a total disposal rate of 90.5%.
    • The Minister praised the office of Chief Information Commission for utilizing Artificial Intelligence for studying, analyzing, and identifying patterns in RTIs and verifying the credentials of RTI applicants.
    • The CIC informed the Minister about the introduction of a hybrid model, which combines physical and video conference hearings, for the disposal of RTI appeals in the office of CIC.
  • Central Information Commission
    • The Central Information Commission, or CIC, is a statutory body established under the Right to Information Act, 2005.
    • The Central Information Commission is headed by a Chief Information Commissioner of India and has a maximum of 10 Information Commissioners.
    • The CIC members should be people of eminent personal life with a wide knowledge of laws, science and technology, social service, management, journalism, governance, etc.
    • The President appoints the Central Information Commission on the committee’s recommendation, consisting of the Prime Minister as head, the opposition leader in Lok Sabha, and any cabinet ministers of the union nominated by the Prime Minister as members.
    • The tenure of the Central Information Commissioner and Information Commissioners is decided by the central government or until they attain the age of 65 years, whichever is earlier.
    • They are not eligible for reappointment.
    • The salary, allowances, and service conditions of the Chief Information Commissioner or Information Commissioners depend on the central government.
    • The President can remove the CIC Commissioner on the advice of the Supreme Court on the ground of proven misbehavior or incapacity.

2. President of India to inaugurate Eklavya model Residential school Kuliana, Mayurbhanj on 20th November 2023

Syllabus: GS-II, Social Justice

Prelims: Eklavya Residential Model School 

Context: President will inaugurate the new Eklavya Model Residential school campus of Kuliana, Mayurbhanj on November 20, 2023.

  • Eklavya Residential Model School is a scheme of the Government of India for providing quality education to tribal students.
  • It was started in the year 1997-98. 
  • In 2019, the Prime Minister sanctioned 452 new Eklavya Residential Model Schools, one in every tribal block with 50% or more ST population and at least 20,000 tribal persons.
  • By March 2026, the Ministry of Tribal Affairs will set up a total 740 schools, including 452 schools approved in 2019.
  • The Ministry of tribal affairs is implementing this scheme through National Education Society for Tribal Students (NESTS) on the lines of Navodaya Vidyalayas.
  • NESTS is recruiting over 38,000 teaching and non-teaching staff for these schools.
