1. Ministerial Meeting of Like Minded Developing Countries (LMDC)

Context: Ministerial Meeting of the Like-Minded Developing Countries (LMDC).
Details:
- Ministerial Meeting of the Like-Minded Developing Countries (LMDC) was attended by Union Minister for Environment, Forest and Climate Change.
- LMDC consists of nearly 18 developing countries from Asia and other regions.
- The meeting was titled ‘Preparations for COP 27 on Climate Change – Expectations and Challenges.’
- The challenges arising out of climate change were highlighted by the Indian minister in the virtual meeting. It was pointed out that the unmistakable imprint of global warming can be seen in the numerous extreme weather events and natural disasters in various parts of the world.
- The Indian Minister for Environment, Forest, and Climate Change made reference to the following issues during the virtual meeting:
- Disappointment was expressed on the part of the developed countries with regard to enhanced fossil fuel usage. It was also urged that the cumulative emissions of each country or carbon budget partook should be within fair and equitable limits.
- LMDC members were also encouraged to support Egypt in COP27 in preparing a plan of action for two major issues – adaptation and loss and damage.
- The determination of the definition of climate finance was also demanded by India.
- The implementation procedures under the ambit of the Paris Agreement like the second periodic review, the global stocktake, the provision for updating nationally determined contributions (NDC), and the submission of long-term low emissions development strategies should play their role.
- The movement for Lifestyle for the Environment (L.I.F.E) which was recently launched by India, was also promoted during the meeting.
- The meeting was hosted prior to the 27th Climate Change Conference of Parties (COP) by the State of Bolivia. 27th COP will be conducted in Sharm el-Sheikh, Egypt from November 6 to November 18, 2022.
- COP 27 is christened as the “COP of Implementation”.

2. Special Campaign 2.0 for disposal of pending matters and Swachhta
Syllabus: GS 2, Governance.
Prelims: Special Campiagn 2.0.
Mains: Government policies and implementation.
Context: Special Campaign 2.0 is being run by various ministries and departments of the Government of India.
Details:
- The Special Campaign 2.0 is being run by all Departments/Ministries of the Government of India and their subordinate and attached offices with a focus on the field/outstation offices. Offices that are responsible for service delivery and involve public interface are given special care.
- The Special Campaign 2.0 was launched on the occasion of Gandhi Jayanti and will continue from 2nd October to 31st October 2022. As a part of the campaign, all ministries/departments are focusing on Swachhata – promoting cleanliness, good governance, and ease of living while reducing compliance burden and pendency in Government. The campaign reinforces the importance of the timely disposal of public grievance references and a clean workspace.
- Campaign 2.0 is being carried out in two phases:
- The Preparatory phase from 14th-30th September 2022
- Implementation phase from 2nd-31st October 2022
- Special Campaign 2.0 for disposal of pending matters is undertaken by various departments and ministries like the Department of Fisheries, Department of Commerce, Department of Financial Service (Ministry of Finance), Ministry of Corporate Affairs, Ministry of Culture, Ministry of Parliamentary Affairs, etc.
- The Special Campaign 2.0 for Swachhta (cleanliness) is undertaken by the Department of Space, Department of Military Affairs, Department of Defence, Ministry of Civil Aviation, Ministry of Food Processing Industries, etc.

3. National Training Workshop on People’s Plan Campaign–2022

Mains: Government policies and interventions.
Context: A two-day National Training workshop on the People’s Plan Campaign was organized in New Delhi.
Details:
- Ministry of Panchayati Raj has organized a two-day National Training Workshop on People’s Plan Campaign 2022 – Sabki Yojana Sabka Vikas in New Delhi.
- The aim of the Workshop was to build the capacity of the officials and Elected Representatives of Panchayati Raj Institutions (PRI) for drafting thematic Panchayat Development Plans using various convergent actions.
- Various other associated ministries and departments like the Ministry of Rural Development, Department of School Education & Literacy, Department of Drinking Water and Sanitation, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Health & Family Welfare, Ministry of Women & Child Development, etc participated in the Workshop.
- The following points were discussed during the meeting:
- Maximum participation in the Gram Sabha meetings
- The services of Young Fellows, Self Help Groups (SHGs), NGOs, and Experts should be utilized in the planning process
- Community involvement should be encouraged
- More focus should be given to water conservation measures like the renewal of ponds, water bodies, etc.
- Ensure efficient utilization of the available assets
- It should also ensure the quality of the plan to achieve maximum returns
- Integration of the Gram Panchayat Development Plan (GPDP) with other plans prepared by the Panchayat especially the Village Poverty Reduction Plan (VPRP)
- GPDP, Block Panchayat Development Plan (BPDP) and District Panchayat Development Plan (DPDP) should be prepared after detailed discussions with all the Departments and stakeholders so that the gaps are filled and duplication and wastage are avoided
- There should be the convergence of several similar schemes at different levels
- Attention should be given for developing Model Panchayats
Background Details of People’s Plan Campaign:
- People’s Plan Campaign (PPC) 2022 was rolled out as ‘Sabki Yojana Sabka Vikas’ on 2nd October 2022. It will continue till 31st January 2023.
- As a part of the campaign, structured Gram Sabha, Neighbourhood Sabha, Ward Sabha, Bal Sabha, Mahila Sabha, Block Sabha, and District Sabha are being organized for preparing the comprehensive GPDP, BPDP, and DPDP with the integration of Village Poverty Reduction Plan (VPRP) prepared by SHGs and other similar village action plan of various associated Departments.
- The PPC is an effective approach to ensure the preparation of thematic Panchayat Development Plans in a campaign mode with greater participation of local village residents, elected representatives, grass root level and frontline workers, Self Help Groups, Community Based Organizations (CBOs), and other stakeholders.
- The Ministry of Panchayati Raj is working on the Localization of Sustainable Development Goals (SDG) in Panchayati Raj Institutions. It aims to bring together all the stakeholders on a single forum in a ‘Whole of Government and Whole of Society’ approach.
