Who appoints Delhi CM?

The Chief Minister of Delhi is appointed by the President (not by the lieutenant governor). The other ministers are appointed by the president on the advice of the chief minister. 

The strength of the council of ministers is fixed at ten per cent of the total strength of the Assembly. That is seven – one chief minister and six other ministers.
