Who took interest in the Public Interest Litigation cases?

The PIL started in India as a result of the feeling by some of the Supreme Court judges that mainly the rich and politically powerful people could take the help of a court of law in India. The ordinary people, illiterate, socially, educationally and economically disadvantaged could not approach the court of law.
