Context: Select Union government staff can opt for the Old Pension Scheme.
Introduction:
- The Union government has decided to give a one-time option to select Union government employees to migrate to the Old Pension Scheme (OPS).
- The decision was taken to address the vast gamut of litigations that the government faced on the issue.Β
- Various High Courts and the Supreme Court have issued several orders to give OPS benefits to those recruits who applied for jobs before the NPS was notified.
- In 2020, the Department of Pension and Pensionersβ Welfare (DPPW) gave a one-time option to those Central government employees to opt for the OPS who were declared successful for recruitment in the results declared before December 31, 2003.Β
- The Union government has maintained that restoration of the old system will cause an unnecessary financial burden on the government.
- Several States such as Chhattisgarh, Rajasthan, Jharkhand and Himachal Pradesh have announced that they would restore the OPS.
- Till January 31, 2023 a total of 23,65,693 central employees and 60,32,768 state government employees have enrolled under the NPS. Except for West Bengal, all States had implemented the NPS.

Key Details:
- To migrate to OPS, the employees should have applied for jobs advertised before December 22, 2003, the day the National Pension System (NPS) was notified, but joined service in 2004, when the NPS came into effect.Β
- The option is available to the Central government employees enrolled under the NPS as they joined the service on or after January 1, 2004.
- The order will also be applicable to the Central Armed Police Forces (CAPF) personnel. Employees have time till August 31 to opt for the OPS.
- The employeesβ contributions to the NPS will be credited to the General Provident Fund (GPF) of the individual.

1. Clean-tech as the next big thing in rural India

Details:
- Several women from rural India have adopted clean energy-based livelihood technologies to catalyze their businesses. They use technologies like solar refrigerators, silk-reeling machines, biomass-based cold storage, bulk milk chillers, distributed renewable energy, etc.
- According to a study by Council on Energy, Environment, and Water (CEEW), it was found that out of the 13000 early users of clean tech livelihood appliances, around 80% are women.

Advantages of Distributed Renewable Energy:
- Apart from reducing gender-assigned laborious activities, Distributed Renewable Energy (DRE) helps women farmers and entrepreneurs by increasing income opportunities through mechanization.
- It is expected that by 2030, around 30 million women-owned Micro, small and medium enterprises (MSMEs) will employ nearly 150 million people.
- DRE livelihood technologies have immense potential to transform rural livelihoods, especially for women. For instance, it has a $50 billion market opportunity in India.
Associated Concerns and Measures to boost Distributed Renewable Energy:
- DRE is perceived as a high-risk purchase, particularly among women users as they have a higher starting price and women users have lower risk appetite due to socio-economic reasons.Β
- To address this challenge technology providers should make early users their demo champions/sales agents to market the products and provide credibility.
- It should be remembered that people want to touch and see high-tech and high-ticket-size products.
- Thus, hyperlocal events and demos should be organized as they create spaces for women to network, become aware of the product and connect with people for procuring, financing, and using these machines.
- Limited avenues to avail financing for clean technology products remain a major challenge.
- Provisions should be made to enable easy finance.
- Moreover, technology manufacturers and promoters should also provide facilities for after-sales services and buy-backs.
- Evidence of the economic viability of the product should be displayed and promoters should offer partial default guarantees.
- Only technology provision is not enough in rural areas.Β
- It is important to support forward and backward market linkages.
- To generate higher income, it is important to help the producers find and connect to consumption hubs in urban areas.
- Women also struggle due to their limited mobility and networks outside their village.
- In this case, women can be collectivized or a business model can be established that will allow them to sell to an intermediary and ensure a regular revenue stream.
- It should also be noted that the private sector entities often lack the kind of reach and scale that can be provided by the government.
- Thus, there should be policy convergence among various ministries and departments.

Details:
- The apex court has ruled that until a law is passed, the Chief Election Commissioner (CEC) and Election Commissioners (EC) will be appointed by a three-member committee comprising the Prime Minister, the Leader of the Opposition in the Lok Sabha, or the leader of the single largest Opposition party, and the Chief Justice of India (CJI).
- The judgment provides a significant boost to the independence of the Election Commission of India (ECI).
- It should be noted that ECI is an important component of the republic that demands functional freedom and constitutional protection to ensure free and fair elections.
- The constitution bench pointed out that the original intent of the Constitution makers was that the manner of appointment of CEC and ECs should be laid down in parliamentary law. However, successive governments have failed to enact a law in this direction.
- Justice K.M. Joseph (the main author of the verdict) said that the Courtβs decision is based on βthe inertiaβ of the legislature and the perceived vacuum in the absence of a law.

Associated Concerns:
- Several questions are raised on preserving the independence of ECI through the presence of CJI in the selection panel.
- It is argued that there is no clear evidence that the independence of the CBI Director has been preserved or enhanced, who is appointed by a similar selection panel.
- Moreover, the presence of a CJI in the panel would further give pre-emptive legitimacy to all appointments and impact the judicial scrutiny of any error or infirmity in the process.

Nut Graf: The Supreme Courtβs verdict to choose the Chief Election Commissioner and Election Commissioners is a boost to the independence of the Election Commission of India. However, there are some associated concerns. It is advised that the government should enact a law preserving the independence of the institution.

1. World Bank to lend $1 billion to India

Context: World Bank to lend $1 billion to support Indiaβs health sector.
Introduction:
- The World Bank has approved $ 1 billion in support to India’s healthcare project, Pradhan Mantri-Ayushman Bharat Health Infrastructure Mission(PM-ABHIM).
- It was launched in October 2021, to improve the public healthcare infrastructure across the country.
- The lending will be divided into two complementary loans of $500 million each.
Key Details:
- The loan is intended to help India with preparedness for future pandemics as well as to strengthen its health infrastructure.
- In addition to the national-level interventions, one of the loans will prioritise health service delivery in seven States β Andhra Pradesh, Kerala, Meghalaya, Odisha, Punjab, Tamil Nadu, and Uttar Pradesh.
- The $500-million Public Health Systems for Pandemic Preparedness Programme (PHSPP) will support the governmentβs efforts to prepare Indiaβs surveillance system to detect and report epidemics of potential international concern.
- Another $500-million Enhanced Health Service Delivery Programme (EHSDP) will support the governmentβs efforts to strengthen service delivery through a redesigned primary healthcare model, which includes improved household access to primary healthcare facilities, stronger links between each household and its primary care facility through regular household visits and risk assessment of non-communicable diseases.
- Both the PHSPP and the EHSDP loans from the International Bank for Reconstruction and Development (IBRD) have a final maturity of 18.5 years, including a grace period of five years.
- Indiaβs performance in health has improved over time. According to the World Bank estimates, Indiaβs life expectancy has increased from 58 in 1990 to 69.8 in 2020. This is higher than average for the countryβs income level.

Context: The Supreme Court of India eases the norm for the selection of consumer court presidents and members.
Key Details:
- The Supreme Court on March 3rd reduced the mandatory professional experience from 20 to 10 years to preside over consumer courts.
- The Supreme Court said lawyers and professionals with a Bachelorβs degree who has 10 years of experience in consumer affairs, law, public affairs, administration, economics, commerce, industry, finance, management, engineering, technology, public health or medicine will be eligible for appointment as President and member of the state consumer commission and district forums.
- It used its extraordinary powers under Article 142 to reduce the experience criteria to attract younger talent to preside over consumer courts.
- It also introduced written exams and viva voce to check the candidatesβ performance.
- Consumer commissions have the power of civil courts in many aspects.
Background:
- The Union government has proposed several amendments to the Consumer Protection (Qualification for appointment, method of recruitment, procedure of appointment, term of office, resignation and removal of President and Members of State Commission and District Commission) Rules, 2020.Β
- The Supreme Court’s recent judgement would fill the vacuum until the amendments were made in the 2020 Rules.

1. World Bank index on working women
- According to the annual World Bankβs Women, Business and the Law 2023 report, which covers 190 countries, India scored 74.4 out of 100 possible points across 35 sub-indicators divided into eight major areas of the report: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension.
- India scored higher than the 63.7 average for the South Asian region, though lower than Nepal which had the regionβs highest score of 80.6.Β
- Of the 190 economies covered in the Index, only 14 scored a perfect 100: Belgium, Canada, Denmark, France, Germany, Greece, Iceland, Ireland, Latvia, Luxemburg, The Netherlands, Portugal, Spain and Sweden.
- For India, the Index used data on laws applicable in Mumbai, viewed as the countryβs main business city.Β
- India lags behind when it comes to laws affecting womenβs pay, pension and work after having children, constraints on women starting and running a business, and gender differences in property and inheritance.
- As per the report, βwomen, on average, enjoy barely 77 per cent of the legal rights that men do. At the current pace of reform, in many countries, a woman entering the workforce today will retire before she will be able to gain the same rights as men.β
2. Cheetahs in Kuno National Park
- The Kuno National Park (KNP) in Madhya Pradesh, which currently hosts 20 cheetahs brought in from Africa, does not have enough prey to sustain all the animals, says the wildlife scientist who played a major role in Indiaβs cheetah reintroduction programme.
- At present, there are about 20 chital β the cheetahβs main prey β per square kilometre available at the KNP, a sharp decline from the nearly 60 chitals per square km that could be found in the park in 2014.
- Government can consider relocating some cheetahs to the well-equipped Mukundra Tiger Reserve in Rajasthan which can immediately accommodate them.
- Gangasagar and the Nauradehi wildlife sanctuaries in Madhya Pradesh is expected to take at least a year and investments worth βΉ750 crore to be made suitable for the cheetah to stay.
- Eight cheetahs from Namibia and 12 from South Africa were transported to India between September 2022 and February 2023 as part of an initiative to reintroduce the species to India, where the cheetah population had gone extinct in the early 1950s.
- The Ministry of Textiles has called for applications for implementing partners for its Samarth scheme, which will be on till the end of March 2024.
- The ministry has opened a window for the implementing partners β industries and industrial associations β to register before March 14, 2023.
- Nearly 1.50 lakh persons (86% women) had been trained under the scheme so far and 70% of them were placed in the organised sector.Β
- The scheme covers the entire textile value chain except for spinning and weaving.
