1. Asia Pacific Leaders’ Conclave on Malaria Elimination

Context – Dr Mansukh Mandaviya virtually addressed the Asia Pacific Leaders’ Conclave on Malaria Elimination.
Details –
- The Ministry of Health and Family Welfare organised the Asia Pacific Leader’s Conclave on Malaria Elimination in partnership with the Asia Pacific Leaders Malaria Alliance (APLMA).
- In India, malaria cases have dropped by over 85% and deaths have also dropped by over 83% from 2015 – 2022. Among the 11 countries that are part of the World Health Organisation’s High Burden to High Impact initiative, only India has reported a decline in malaria cases during the height of the Covid-19 pandemic.
- India was among the global leaders that endorsed the malaria elimination roadmap of the Asia-Pacific Leader’s Alliance at the East-Asia Summit in 2015 which galvanised the region in striving to become malaria-free by 2030.
- The conclave provided a platform for leaders from the Asia Pacific region to discuss ongoing efforts towards malaria elimination and revitalise national and regional momentum towards the goal of an Asia Pacific Free from Malaria by 2030.
- Sessions included tracking regional and national progress, reaching at-risk populations, leveraging research, innovations and technologies to accelerate progress and embracing a whole-of-government approach to eliminate malaria.

2. Tele – MANAS

Prelims – Tele – MANAS – The National Tele Mental Health Programme of India.
Context – Tele-MANAS helpline has reached a milestone by receiving over 1 lakh calls since its launch in October 2022.
Details –
- The Tele-MANAS helpline reached the 1 lakh mark in 6 months, thereby helping to achieve a robust digital mental health network across the country.Â
- Tele – MANAS ( Tele Mental Health Assistance and Networking Across States) is a national tele-mental health programme of India. It was launched on 10th October 2022 (World Mental Health Day) to provide a boost to the existing mental healthcare services.
- Tele -MANAS provides access to mental healthcare services 24X7 even in the remotest part of the country. These services are available free of cost for all individuals through a toll-free number, 14416/ 1800-89-14416.
- Tele -MANAS, a nationwide service is an initiative of the Ministry of Health and Family Welfare, GoI. At present, it has over 38 functional Tele-MANAS cells spread across 27 States and UTs, and provides mental health services in over 20 languages.

Prelims – eShram Portal – National Database for Unorganised Workers.
Context – New features launched in eShram portal to enhance utility.
Details –
- The Union Minister of Labour and Employment, Shri Bupendra Yadav launched new features in e-Shram Portal to enhance its utility and facilitate ease of registration for unorganised workers.
- The registered workers on eShram Portal can now connect with employment opportunities, skilling, apprenticeship, pension scheme, digital skilling and state’s scheme through eShram portal.
- Also, a feature of capturing family details of migrant workers has been added to the portal which will help in providing child education and women-centric schemes to the migrant workers who have migrated along with their families.
- Another feature on sharing data of construction workers with the Concerned Building and Other Construction Workers (BOCW) Welfare Board has been added to eShram to ensure registration of eShram construction workers with respective BOCW boards and access to the schemes meant for them.
- The Ministry of Labour and Employment also launched a Data Sharing Portal (DSP) for sharing of eShram data with the respective States and UT governments. DSP will allow sharing of eShram beneficiaries’ data with respective states and UTs in a secure manner for targeted implementation of social security/welfare schemes for the unorganised workers registered on eShram.
About the eShram portal-
- The eShram portal was launched on 26th August 2021 by the Ministry of Labour and Employment, GoI.
- The portal provides a comprehensive national database of unorganised workers which is seeded with Aadhar.
- At present, over 28.87 cr unorganised workers have registered on the portal.
4. National Generic Document Registration System (NGDRS) for Land Records

Context – 28 States/UTs have adopted NGDRS for Land Records.Â
Details –
- As many as 28 States/UTs have adopted the National Generic Document Registration System (NGDRS) for Land Records. eRegistration is being done in these States/UTs as they have started sharing data with the national portal of NGDRS through the user interface.
- According to the latest data provided by the Land Resources Division of the Department of Land Resources (DoLR), a Unique Land Parcel Identification Number (ULPIN) or Bhu-Aadhar has been adopted by 26 states and pilot testing done in seven more states.
- ULPIN – Being described as “the Aadhaar for land”, it is a number that would uniquely identify every surveyed parcel of land and prevent land fraud, especially in the hinterlands of rural India, where land records are outdated and often disputed.
- Some states are also using ULPIN in SVAMITVA (Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas) portal.
- As on April 18, the computerisation of records of rights (RoRs) has been completed in 94.62% of villages.
- The DoLR is implementing the Digital India Land Records Modernisation Programme (DILRMP) with effect from April 1, 2016, as a Central Sector Scheme with 100% funding by the centre.
5. E-Commerce Portal for Handlooms and Textiles

Prelims – E-Commerce Portal for Handlooms and Textiles
Context – The Ministry of Textiles has developed an e-Commerce portal for the handlooms and handicrafts sector.
Details –
- The Union Minister, Shri Piyush Goyal launched the e-commerce portal for handlooms and handicrafts.Â
- The aim is to provide products from handloom weavers and artisans directly to the consumers eliminating the role of middlemen. The virtual store will help the artisans to get fair prices for their products and also the consumers will have access to genuine and authentic products. Artisans/Weavers will be directly connected to the buyers through a common platform.
- The portal will also provide an opportunity to a total of 62 Lakh weavers and artisans to become future e-entrepreneurs.
