1. Education Ministry’s Advisory for Children with Special Needs

Context:

Ministry of Education issued an advisory to States/UTs to ensure RTE entitlements and nutritional support under PM-Poshan to Children with Special Needs.

Details:

  • The advisory emphasises the need for necessary measures to ensure that all Children with Special Needs (CwSN), studying in government/government-aided inclusive, home-based or special schools are provided with RTE entitlements.
  • The entitlements include free uniforms, free textbooks, interventions under the Inclusive Education component of the Samagra Shiksha Scheme, and mid-day meals under PM POSHAN, if need be in the form of dry ration or Direct Benefit Transfer.
  • The aim is to ensure the NEP 2020 objective of providing access to quality education for all including CwSN thereby realising their Right to Education and promoting inclusive education.

RTE Act, 2009

  • The Right to Free and Compulsory Education (RTE) Act, 2009, mandates that all children between the ages of 6 and 14 years have the right to free and compulsory education. 
  • RTE Entitlements is one of the major interventions across all levels of school education under the Centrally sponsored Samagra Shiksha Scheme. 
  • Financial support is provided to States/UTs for these RTE entitlements comprising of free uniforms; free textbooks; reimbursement towards expenditure incurred for 25% of admissions under Section 12 (1) (c), RTE Act, special training for age-appropriate admission of out-of-school children at the elementary level, etc.

2. Green Hydrogen Integration in the Steel Sector

Mains: Green Hydrogen integration in the steel sector

Context:

MECON Limited issued a Request for Proposal (RfP) for the use of Hydrogen injection in DRI Pilot Plant, in the existing Blast Furnace and DRI Vertical shaft.

Details:

  • The Ministry of Steel issued an RFP for pilot projects on hydrogen injection in DRI plants and blast furnaces to promote decarbonisation and sustainability. 
  • This initiative is supported by the National Green Hydrogen Mission, with MECON implementing the scheme. 

Significance: 

  • Steel production is one of the sectors that has the need as well as great potential for the replacement of fossil fuels with green hydrogen
  • With fast-developing technologies in the field of renewable energy and electrolysers for hydrogen production, green hydrogen-based steel is expected to become cost-competitive over the next few years.

Green hydrogen integration in the steel industry:

  • To assess the potential for the use of Green Hydrogen in the steel industry, the National Green Hydrogen Mission under the Ministry of New and Renewable Energy is supporting and setting up pilot projects in the steel sector. 
  • A budgetary outlay of ₹455 crore till FY 2029-30 has been earmarked for the steel sector under the Mission.

Thrust areas under the scheme:

  • Pilot project to produce DRI using 100 % Hydrogen using vertical shaft (Scheme-A).
  • Use of Hydrogen in Blast Furnace to reduce coal/coke consumption (Scheme-B).
  • Injection of Hydrogen in vertical shaft-based DRI making unit to partially substitute the NG/other reducing gas & raise its proportion in a gradual manner with an objective to use the maximum hydrogen (Scheme-C).

Scheme Objectives:

  • To advance technologies and expertise for the utilisation of hydrogen in the steelmaking process
  • To support the deployment of hydrogen in the iron and steel sector
  • To validate the technical feasibility and performance of hydrogen in Iron & Steel manufacturing in real-world operational conditions
  • To evaluate the economic viability of the use of Green Hydrogen in the iron & steel sector
  • To evaluate the performance of hydrogen-based low-carbon iron & steel and to demonstrate safe and secure operations of Hydrogen based production of low-carbon iron & steel
