1. Japan’s ODA to India

Syllabus – GS2, Bilateral relations and agreements involving India and/or affecting India’s interests.

Prelims – Japan’s Official Development Assistance (ODA) to India.

Context – Japan is funding three infrastructure projects in India.

Details

  • Japan initiated its economic cooperation with India in 1958. Japan’s ODA for India is one of the important tools to strengthen Japan-India relations set forth by the “Japan-India Strategic and Global  Partnership.”  
  • Japan committed Rs 7084.5 cr to India for three infrastructure projects – Patna Metro Rail Construction Project (~ Rs 5509 cr), Project for forest and biodiversity conservation for climate change response in West Bengal (~Rs 520 cr) and Rajasthan water sector livelihood improvement project (Rs 1055.33 cr).
    • Patna Metro Rail Construction Project aims to cope with the increase in traffic demand in Patna by constructing the new metro corridor 1 and 2.
    • Project for forest and biodiversity conservation for climate change response in West Bengal aims to conserve and restore ecosystems by ecosystem-based climate change measures, improve livelihood activities and contribute to the sustainable socio-economic development of the state.
    • Rajasthan water sector livelihood improvement project aims to better the livelihoods of farmers and promote gender mainstreaming in the agriculture and irrigation sector in the state, by improving water use efficiency and agriculture productivity, through the improvement of existing irrigation facilities and agriculture support facilities.

2. G20 – Expert Group on Strengthening MDBs

Prelims – India’s G20 presidency, Reforms in MDBs

Context – G20 has set up an expert group for strengthening Multilateral Development Banks (MDBs).

Details

  • The G20, under the aegis of India’s Presidency, has set up an expert group on strengthening Multilateral Development Banks (MDBs) with Harvard University President Emeritus Lawrence Summers and Institute of Economic Growth president NK Singh as co-conveners.
  • The objectives of the expert group include –
    • Preparation of a roadmap for an updated MDB ecosystem for the 21st century with milestones and timelines. 
    • The panel will also focus on mechanisms for coordination among MDBs to address and finance global development and other challenges more effectively. 
    • It will also evaluate various estimates regarding the scale of funding required by and from MDBs for addressing their and member countries’ increased financing needs for SDG and transboundary challenges, taking into account the additional capacity that can be derived from the CAF recommendations alongside other important sources such as the private sector and public sector funds. Capital Adequacy Frameworks (CAFs) play a crucial role in providing affordable financing to the most vulnerable countries.
  • The Expert Group will submit its report to the Indian Presidency of the G20 before 30th June 2023.

3. SVAMITVA Scheme

Syllabus – GS2, Government policies and interventions for development in various sectors.

Prelims – SVAMITVA scheme  – Survey of Villages and Mapping with Improvised Technology in Village Areas.

Context – SVAMITVA scheme to cover all the village household owners possessing houses in inhabited (Abadi) areas in villages of the country.

Details

  • SVAMITVA, a Central Sector Scheme of the Ministry of Panchayati Raj was launched nationally by the Prime Minister on the occasion of National Panchayati Raj Day on 24th April 2021 after the successful completion of the pilot phase of the Scheme in 9 States.
  • SVAMITVA Scheme aims to provide property rights to the residents of rural inhabited areas in India by using drone surveys and CORS (Continuously Operating Reference Stations) Networks which provide mapping accuracy of 5 cm.
  • The Ministry of Panchayati Raj (MoPR) is the Nodal Ministry for the implementation of the SVAMITVA scheme. 
  • The scheme is being implemented with the collaborative efforts of the Ministry of Panchayati Raj, Survey of India (SoI), State Revenue Department, State Panchayati Raj Department and National Informatics Centre. States need to sign MoU with SoI for the implementation of the scheme. So far 31 States/UTs have signed MoU with SoI. 

4. INS Sumedha enters Algeria

Syllabus – GS3, Indigenisation of technology

Prelims – INS Sumedha 

Context – Indian Naval Ship Sumedha enters Algiers, Algeria for an operational turnaround.

Details

  • INS Sumedha, currently deployed at the Mediterranean Sea, enters Algiers, Algeria for an operational turnaround. The ship was received at Port Algiers by the officials of the Algerian navy and officials from the Indian Embassy.
  • The aim is to strengthen bilateral ties and enhance maritime cooperation and interoperability between the two navies. 
  • INS Sumedha is an indigenously built stealth offshore patrol vessel fitted with state-of-the-art weapons and sensor packages. INS Sumedha can carry an Advanced Light Combat Helicopter onboard.

5. Schemes by the Ministry of Fisheries, Animal Husbandry and Dairying

Syllabus – GS2, Government policies and interventions for development in various sectors.

Prelims – Ministry of Fisheries, Animal husbandry and dairying schemes.

Context – Various schemes implemented by the GoI for the development of fisheries, animal husbandry and dairy sectors.

Details

The following scheme and programmes are being implemented by the Ministry of Fisheries, Animal Husbandry and Dairying –

  • Rashtriya Gokul Mission (RGM)
  • Pradhan Mantri Matsya Sampada Yojana (PMMSY)
  • National Livestock Mission (NLM)
  • Fisheries and Aquaculture Infrastructure Development Fund (FIDF)
  • National Programme for Dairy Development (NPDD)
  • Livestock Health and Disease Control Programme (LHDCP)
  • Animal Husbandry Infrastructure Development Fund (AHIDF)
  • Entrepreneurship Development and Employment Generation (EDEG)
  • Supporting Dairy Cooperatives and Farmer Producer Organizations (SDCFPO)
  • Dairy Processing and Infrastructure Development Fund (DIDF).

6. Saansad Adarsh Gram Yojana (SAGY)

Syllabus – GS2, Government policies and interventions for development in various sectors.

Prelims – SAGY 

Context – Operational Guidelines for SAGY.

Details

  • Under the Saansad Adarsh Gram Yojana  (SAGY) framework, the development of Gram Panchayats is envisaged through the implementation of existing Government Schemes and Programmes in convergence mode and the mobilisation of community and private resources. 
  • The SAGY guidelines, available in 14 languages, provide for an institutional framework under which a Charge Officer is appointed by the District Collector for the implementation of developmental activities planned for SAGY Gram Panchayats. The District Collector convenes a monthly review meeting, under the chairmanship of the Member of Parliament concerned, with representatives of the participating line departments. 
  • The main objectives of SAGY are:  
    • To trigger processes which lead to the holistic development of the identified Gram Panchayats. 
    • To substantially improve the standard of living and quality of life of all sections of the population.
    • To generate models of local-level development and effective local governance which can motivate and inspire neighbouring Gram Panchayats to learn and adapt.
    • To nurture the identified Adarsh Grams as schools of local development to train other Gram Panchayats.
  • A document named ‘SAHYOG’ is an indicative guidance document with the essential information on the existing social security schemes collated from respective Ministries to enrich the knowledge of villagers and village-level functionaries to achieve 100% enrollment into the social/ financial Security Schemes in SAGY Gram Panchayats.
