1. Launch Of YD 12653 (Taragiri)

Context: Curtain raiser launch of Taragiri (YD 12653). 

Details:

  • Project 17A Frigate, Taragiri will be inaugurated at Mazagon Dock Shipbuilders Limited, Mumbai.
  • It is the fifth ship belonging to the project. The other ships under the project are: Dunagiri, Himgiri, Nilgiri, Taragiri, Udaygiri, and Vindhyagiri.
  • It is named after a hill range of the Himalayas which is located at Garhwal. 
  • These ships are an advanced version of the Shivalik Class P17 frigate. They are advanced due to state-of-the-art weapons systems, better stealth features,  and improved sensors and platform management equipment. 
  • The new Taragiri is said to be the reincarnation of the earlier Leander Class ASW Frigate Taragiri, which exhibited its capabilities in various challenging operations during its service from 1980 to 2013 (spanning around three decades).
  • A total of seven ships will be launched under the ambit of the P17A program. Out of which four will be constructed at Mazgaon Dock Limited and three will be constructed at Garden Reach Shipbuilders and Engineers. 
  • Four ships have already been launched in a span of three years from 2019 to 2022.

2. Indo-Pacific Economic Framework (IPEF)

Syllabus: GS 2, International Relation.

Prelims: Indo-Pacific Economic Framework.

Mains: International Relations: Bilateral, Regional and Global Groupings and Agreements involving India and/or affecting India’s interests.

Context: Ministerial meeting of IPEF in Los Angeles. 

Details:

  • The first in-person Ministerial meeting of the India-Pacific Economic Forum (IPEF) was attended by the Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution, and Textiles. The meeting was held in Los Angeles.
  •  It was reported that successful discussions took place in the meeting, which will bring together the countries that are like-minded and rules-based and have a shared interest in the open Indo-Pacific region.
  • The discussion took place on four pillars:
    • supply chains
    • tax and anti-corruption
    • clean energy
    • trade
  • Out of these four, India was satisfied with the outcome and text of the first three pillars. However, in the aspect of trade, the contours of the detailed framework are still evolving. The particular dimensions in this aspect are labor, public procurement,  digital trade, and the environment.
  • It was also highlighted that the country is in the process of formulating its digital framework and laws, especially related to data privacy.
  • The confidence was also shown in the group of 14 countries that will define the rules of trade as fair, transparent, and rules-based.
  • The bilateral discussion was also taken on the sidelines of IPEF with Australia and Indonesia.

3. Second Anniversary of Pradhan Mantri Matsya Sampada Yojana (PMMSY)

Context: Completion of two years of PMMSY. 

Details:

  • Pradhan Mantri Matsya Sampada Yojana (PMMSY) accomplished its successful two years.
  • In the celebration event various launches took place including the launch of Booklet on PMMSY & its achievements, Matsya Sampada: 3rd edition of DoF Newsletter, Scampi Action Plan, National Seed Plan: 2022-2025, Tilapia Action Plan as a part of Export Diversification,  etc.

Background information on PMMSY:

  • PMMSY is envisioned  as a tool of Atma Nirbhar Bharat. It will augment rural economic development and growth by utilizing rural resources. 
  • It can play a major role in increasing livelihood opportunities in rural areas. 
  • The motto of PMMSY is ‘Reform, Perform and Transform’ in the fisheries sector.
  • The schemes object is to cater multi-pronged aspects of people, process and technology, as these are the three pillars of persistent growth and change. These pillars in turn comprises dimensions like processing infrastructure, sustainable production practices, regulatory frameworks, inclusive policies, etc.
  • Fishermen will also be provided with insurance cover and financial investment under it.

Achievements and proposals of PMKSY:

  • There was a decent growth of 14.3% from 2019 to 2021 in the fisheries sector. Moreover, the fish production reached its peak from aproximately 142 lakh tons in the year 2019-20 to nearly 162 lakh tons (estimate) during 2021-22.
  • In the field of exports 13.64 lakh tonnes, was exported to 123 countries. The exports was dominated by shrimps. 
  • To develop fisheries sector, 276 deep sea fishing vessels have been approved for procurement. Moreover, 10 marine hatcheries will be set up to provide quality seed to the farmers.
  • The Kisan Credit Card (KCC) has been extended to Fish Farmers, Fishers,  Self Help Groups (SHGs), Women Groups, etc to help them meet the short credit requirements and working capital needs.
  • Nineteen fishing harbors and fish landing centershave also been proposed to strengthen the sector and augment the production of fish.
  • It is also envisaged that approximately seventy lakh employment opportunities will be generated by the end of 2025.
  • The initiatives will also promote aquaculture in saline and alkaline areas of the North India.
