Syllabus: GS-2, International Relations

Prelims: OIML Certificates; International Organization of Legal Metrology

Context:

India becomes the 13th country in the world that can issue Internationally Accepted OIML Certificates.

Details:

  • India can now issue internationally accepted OIML certificates for selling weights & measures anywhere in the world.
  • India follows OIML recommendations and procedures for testing and calibrating weights and measures.
  • The reports prepared by the Legal Metrology’s Regional Reference Standards Laboratories are now acceptable to the OIML issuing authorities.
  • The other countries that can issue these certificates are Australia, Switzerland, China, the Czech Republic, Germany, Denmark, France, the United Kingdom, Japan, the Netherlands, Sweden and Slovakia.

Advantages of this development:

  • Domestic manufacturers can now export their weighing and measuring instruments worldwide without incurring additional testing fees, resulting in significant cost savings.
  • can also support foreign manufacturers by issuing OIML pattern approval certificates from our certified RRSLs (Regional Reference Standard Laboratories).
    • This will generate valuable foreign exchange as well.
  • India can also now influence the OIML’s policies and provide input to the OIML Strategy.

What is OIML?

  • It is an intergovernmental organisation that was created in 1955 to promote the global harmonisation of the legal metrology procedures that underpin and facilitate international trade.
  • The harmonisation of measuring devices is necessary to ensure that the certification of such devices in one country is compatible with the certification in another country.
  • This enables trade in measuring devices and other related products.
  • OIML is an “international standard-setting body” in the sense of the World Trade Organization’s Technical Barriers to Trade Agreement.

What is legal metrology?

Legal metrology is the application of legal requirements to measurements and measuring instruments.
