2. The case of the missing scientific Indian

Syllabus: GS-3, Science and technology and their effect.

Mains: developing scientific temper.

Context: The indifference to science and the lacking scientific temper among the Indian citizen is a cause of concern.

Background details related to modern science in India:

  • A solid foundation for modern science was built by the first Indian Prime Minister Jawaharlal Nehru and the scientists of the mid-twentieth century.
  • The scientific temper was also given a place in the Constitution through the 42nd Amendment as a fundamental duty:
    • Article 51A: β€œIt shall be the duty of every citizen of India to develop the scientific temper, humanism and the spirit of inquiry and reform.”

Reasons for loss of scientific temper:

  • As quoted by molecular biologist, Pushpa Bhargava, the majority of the scientists themselves were not committed to rationality and scientific temper. They did not stand up fully to their scientific causes.
  • Although science started off well in the post-independence phase, the subsequent leadership lacked a sense of destiny.
  • Moreover, India’s intelligentsia became more inclined toward self-aggrandisement, compounded by rule-bound bureaucracy.
  • Pseudoscience:
    • India provided a fertile ground for the prevalence of pseudoscience. For example:
      • Β An astrology course was introduced in a national open university.
      • Β The official backing to therapeutic properties in cow excreta concept without any scientific validation.
      • Moreover, there are official circulars quoting ancient texts about the curative characteristics of cow urine for diseases.

Science and its relation to disinformation:

  • Though science is a reasoning strategy that supports people in taking evidence-based decisions, the present scenario is marred by conspiracy theories,Β  fake news, and manufactured β€˜truths’. These are the downside of the information revolution.Β 
  • The irrationality that produces this view is not a new thing, but it is the dissemination of these ideas which is way faster and reaches millions of consumers. This is also the result of scientific development in the field of information and communication technology.Β 
  • These disinformation campaigns also hamper human rights and weaken democracy.

Conclusion:

This 75th year of Independence should be seen as the opportunity to critically assess the successes and failures in the field of science and building scientific temper. Science and scientific literacy are essential elements in future technology and growth.

Mains: Remission policies adopted by the state governments and various concerns with it.

Context: Activists have challenged the premature release of eleven convicts by the Gujarat government.

Details of the case:

  • In Gujarat, 11 convicts were serving life terms for the gang rape of a woman, and the murder of seven persons (including a three-year-old) during the riots of 2002.Β 
  • The Gujarat government granted remission to these convicts.
  • The activists have challenged the order of the Gujarat government on the account of the judicial review in the Supreme Court.

Legal issues with the remission:

  • The remission was based on the judgment by a two-judge Bench of SC on a petition filed by one convict. The matter was whether Gujarat or the Maharashtra government was fit for considering the plea.Β 
  • It was ruled by the Court that the Gujarat government (the location of crime) should consider the matter, instead of Maharashtra, where the trial was transferred by the SC to ensure impartiality.Β 
  • Moreover, it was also ruled that the remission should be considered under July 1992 policy, as that was the prevailing policy on the date of their conviction (in 2008).
  • There are two reasons for the illegality of remission:
    • The Gujarat government decided without the concurrence of the Centre. As per Section 435 of the Code of Criminal Procedure (CrPC), consultation with the Centre is mandatory in cases probed by the CBI.
    • Moreover, an ideal remission panel should consist of senior government officials in charge of law or home, the prison superintendent, a district judge, and officers dealing with rehabilitation and probation of offenders. But this was missing and the committee comprised legislators.Β 
  • It is also observed that the objection by the district judge was also disregarded.

Context

The Defence Research and Development Organisation (DRDO) and the Indian Navy successfully flight-tested the indigenously developed Vertical Launch Short Range Surface-to-Air Missile (VL-SRSAM).

Vertical Launch Short Range Surface-to-Air Missile (VL-SRSAM)

  • The VL-SRSAM system has been indigenously designed and developed by DRDO.
  • The VL-SRSAM is a quick reaction surface-to-air missile.
  • The VL-SRSAM is a ship-borne weapon system that can be used for nullifying aerial threats at close ranges and can also be used against sea-skimming targets (a technique used by missiles to fly as low as possible to avoid radar or infrared detection).Β 
  • The VL-SRSAM is equipped with an indigenous Radio Frequency (RF) seeker which helps intercept targets with high accuracy.
  • The missile is expected to be a force multiplier for the Indian Navy.

1. Tensions mar a mission to Tiangong

  • The ongoing tensions between India and China since May 2020 have become a cause of concern for Indian astrophysicists who are involved in an ambitious project to install an Indian-made spectroscope aboard the developing Chinese space station Tiangong.
  • Scientists from the Indian Institute of Astrophysics (IIA), Bengaluru, were among nine groups selected as part of a UN-led initiative that invites research teams from across the globe to compete for an opportunity to design payloads that will be shuttled to Tiangong aboard rockets of the Chinese Manned Space Agency.
    • The project named Spectrographic Investigation of Nebular Gas (SING) involves collaboration with the Institute of Astronomy, Russian Academy of Sciences, and has been developed by research students at the IIA.Β 
    • The SING project is said to be the first space collaboration involving India and China, mainly dealing with the sending and positioning of a spectrograph which is an instrument that splits light into constituent frequencies and wavelengths, to study ultraviolet radiation.Β 
  • These scientists at the IIA are consulting the Indian Space Research Organisation (ISRO) and the External Affairs Ministry to get clarity if they can go ahead with the project.

2. Sex ratio at birth normalises slightly: study

  • According to a study by the Pew Research Center, the preference for a β€œSon” among Indians is decreasing.
  • It is estimated that the average annual number of baby girls β€œmissing” in the country declined from 4.8 lakhs in 2010 to 4.1 lakhs in 2019.
    • The term β€œmissing” refers to the number of female births which would have occurred during a time period if there were no female-selective abortions.
    • The report highlighted that over nine crore female births went β€œmissing” because of female-selective abortions between 2000 and 2019.
  • According to the 2011 census, India’s sex ratio had widened to 111 boys per 100 girls. However, as per the Pew report, the sex ratio has declined to 108 boys per 100 girls in 2019-21.
