Context: China once again blocked proposals by India and the U.S. to designate Pakistan-based terrorists on the UN Security Councilโs 1267 list of terror entities.ย
Introduction:ย
- China placed a โholdโ on two joint India-US proposals, to designate Lashkar-e-Taiba (LeT) top leaders including Talha Saeed and Shahid Mehmood, deputy chief of an LeT front at the United Nations Security Councilโs (UNSC) 1267 list of terrorists affiliated to Al Qaeda and ISIS.ย
- As per the proposal, both Saeed and Mehmood were wanted for procuring funds and recruitment for the LeT/JuD (Jamaat-ud-Dawa), the group behind the 26/11 Mumbai attacks and other terror attacks in India.
- Both are designated terrorists in India by the Union Home Ministryโs โUAPAโ terror list, and in the U.S. on the U.S. Treasuryโs list for their role in the LeTโs top leadership.ย
Background:
- Since 2001, China has placed holds on a number of listing proposals majorly related to Pakistan-based groups and their leaders as both have close bilateral ties.
- Most notable was Chinaโs objections to the listing of JeM founder Masood Azhar.ย
- China kept placing a hold on the UNSC terror listing proposals for Masood Azhar in 2009, 2010, and 2016-18, claiming it had โinadequate informationโ on Masood Azharโs terror activities.ย
- In May 2019, three months after the Pulwama attacks that were traced to the JeM, China finally withdrew its hold.
- Since June 2022, China has similarly blocked other India-U.S. proposals for terror listings, including those of LeT deputy chief Abdur Rahman Makki and Sajid Mir as well as Jaish-e-Mohammad deputy Rauf Asghar.ย
What does โplacing a holdโ mean?
- The 1267 committee was first set up in 1999 and strengthened after the September 2001 attacks. It is now known as the Daโesh and Al Qaeda Sanctions Committee.
- It comprises all permanent and non-permanent members of the United Nations Security Council (UNSC).
- It allows any UN member state to propose adding the name of a terrorist or terror group to a consolidated list, maintained by the Committee, that has affiliations to Al Qaeda and ISIS.ย
- Once a listing is suggested, it will be added to the list using the “no objections” approach, which means that it cannot be adopted if any member of the Committee, which is made up of all members of the UN Security Council, puts a hold on it or expresses an outright opposition to it.
- China as a permanent member of the UN Security Council has veto power and can put a hold on the list as long as it wants.
- The Committee must resolve all such pending issues within six months but can allow extensions.
- This means, at the end of the six-month period, the โholdingโ country has to decide whether to accept the listing or place a permanent objection to it.ย
- India has successfully proposed the listing of several terror entities including Pakistan-based Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba. While China has blocked many of the listings, there are hundreds of names of terrorists and entities in Pakistan that pose a threat to India.ย
- As a UN member state, Pakistan has an obligation under the sanctions to block access for all designated entities to funds, arms and travel outside its jurisdiction.
- Even the Financial Action Task Force (FATF) has placed Pakistan on the โgrey listโ for failing to curb anti-terror financing from 2012-2015 and from 2018 again.
- India and the U.S. have built their own separate lists of โmost wantedโ terrorists that document the cases against them, with a view to eventually receiving global cooperation on banning them.

1. A new lease of LIFE for climate action

Prelims: About the LiFE initiative
Mains: Significance of the LiFE initiative and various other initiatives undertaken by India in mitigating the effects of climate change.
Context: According to the United Nations Development Programmeโs Human Development Report 2021-22, global human development measures have reduced across most countries in the past two years.ย
Background
- The decline in the human development indices has come against the backdrop of a weak recovery post the COVID-19 pandemic, the Russia-Ukraine war fueling severe energy, food, and cost-of-living crisis and the crisis of climate change, pollution and biodiversity loss.ย
- Nine of the warmest years ever recorded have been witnessed in the last 10 years alone (years between 2013 and 2021). Also, the current year (2022) has been experiencing record levels of heat waves, floods, droughts, and other catastrophes.ย
- Despite countries undertaking urgent and collective efforts to mitigate the effects of climate change as seen in the case of the Paris Agreement and the COP26 summit in Glasgow, the commitments which are in place currently are not sufficient to arrest the warming below the 1.5ยฐC targets.
- In this context, the LIFE, or Lifestyle for Environment, announced by the Prime Minister of India at COP26 in November 2021, brings a new perspective.
LIFE, or Lifestyle for Environment initiative and its significance
- Instead of regarding climate change as a larger-than-life problem, the LIFE initiative acknowledges that small individual steps can help in balancing climate change.
- The LiFE initiative upholds the objectives of undertaking collective efforts to bring about positive change and protect the environment.
- The LiFE movement focuses on โmindful and deliberate utilisationโ instead of โmindless and destructive consumptionโ.
- The key vision of the initiative is to encourage people across the world to adopt basic climate-friendly actions in their everyday lives and embrace an environmentally conscious lifestyle. These actions include:
- Actions that save energy at home
- Use of cycles and public transport instead of vehicles
- Consuming more plant-based foods and less wastage
- Leveraging the position of customers and employees to demand climate-friendly choices.
- Several goals of the LiFE initiative can be attained even by using gentle nudging or persuasion techniques such as discouraging the wastage of food by providing food on smaller plates and promoting various recycling techniques.

Indiaโs efforts to promote the objectives of LiFE initiative
- The Prime Minister of India along with the United Nations Secretary-General Antonio Guterres will launch a special environmental programme which is a part of the LiFE initiative at the Statue of Unity in Gujarat.
- Through this, India is urging all the consumers around the world to become โPro Planet Peopleโ by 2027 by adopting small lifestyle changes that can bring about revolutionary changes.
- Further, India has had a proven track record of manifesting the aspirations of national missions into society efforts.ย
- This can be seen in the case of the Swachh Bharat Mission, which mobilised communities across the country to become drivers of collective good health and sanitation irrespective of their socio-economic status.ย
- India has assumed a lead in climate action on the international stage which crucial climate change mitigation efforts such as:
- The announcement of Panchamrit targets at COP26.
- Proposing and endorsing key initiatives such as the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure and South-South cooperation platforms.ย
- India being the worldโs fifth largest economy has made huge investments in the renewables and the electric mobility sector.ย
- India by using its scale, expertise and legitimacy has also been promoting key actions at various global organisations such as the UN, the G20 and G77.
Way forward
- The role played by consumers in fueling unsustainable production practices must be realised at the earliest.
- As per the United Nations Environment Programme (UNEP), over 66% of greenhouse gas emissions are attributed to household consumption and lifestyles.ย
- This suggests that immediate cuts to global emissions can be achieved only through the widespread adoption of greener consumption habits.
- The LIFE mission recognises that accountability is relative to contribution and emissions by the poorest half of the worldโs population accounts for less than 1% of that of the wealthiest half.ย
- Further, those who consume less are often the most vulnerable and marginalised communities of society.ย
- Thus it is not correct to persuade these communities to consume less, instead, they can be encouraged to participate in the green economy initiatives.
- The same can be seen in the case of developed and the developing world as the average carbon footprint of an individual in a high-income country is over 80 times more than that of an individual in a least-developed country.
- Therefore, more obligations have to be accorded to the developed countries to support climate adaptation efforts and mitigation actions for those affected.
- Furthermore, on the sidelines of the upcoming COP27 and Indiaโs tenure as the G20 President, a unique opportunity has been provided to India to assume the role of a leader in the global fight against climate change.

- Justice D.Y. Chandrachud will serve as the CJI for two years and two days until his retirement on November 10, 2024, making him the youngest and the longest-serving CJI in the last 10 years.

Context: The Union government of India has identified destinations in 15 states to promote as a part of a revamped version of the Swadesh Darshan scheme.ย
Introduction:ย
- Two destinations each from 15 states across the country are to be promoted as part of Indiaโs new domestic tourism policy which moves away from theme-based tourist circuits and focuses on encouraging destination tourism.
- The initiative is being taken as part of the first phase of the โSwadesh Darshan 2โ which will be kicked off in January 2023.
- Some of the prominent places identified are Jhansi and Prayagraj in Uttar Pradesh, Gwalior, Chitrakoot and Khajuraho in Madhya Pradesh and Ajanta and Ellora in Maharashtra.ย
- The scheme has been revamped with the mantra of โvocal for localโ and is essentially aimed at targeting domestic tourists.ย
- The Swadesh Darshan Scheme was launched by the Centre in 2014-15 for the integrated development of theme-based tourist circuits.

- With the mantra of โvocal for localโ, the revamped scheme namely Swadesh Darshan 2.0 seeks to attain โAtma Nirbhar Bharatโ by realizing Indiaโs full potential as a tourism destination.ย
- Swadesh Darshan 2.0 is a generational shift to evolve Swadesh Darshan Scheme as a holistic mission to develop sustainable and responsible tourism destinations covering tourism and allied infrastructure, tourism services, human capital development, destination management and promotion backed by policy and institutional reforms.
- This aids in creating jobs including self-employment for local communities, enhances the skills of local youth in tourism and hospitality, increases private sector investment in tourism and hospitality and preserves and enhances local cultural and natural resources.

- It was officially launched by Prime Minister Narendra Modi at DefExpo22 in Gandhinagar, Gujarat.

- India has also authorised SAARC nations to use its NAVIC regional positioning system.
- There are more than 60 developing countries with whom India is sharing its space science.
- As we share the fruits of developments in space technology with neighbours, it will also boost and project India’s soft power and goodwill among foreign countries. Compared to American or European counterparts, India’s ISRO offers a cheaper alternative to launching satellites for developing countries, thereby taking them closer to India.

Context: Recently, Chinaโs total trade surplus with India โsurpasses $1 trillion.
Key Details:
- As per recent estimates, the favourable trade balance that China has with India since the 2000s has cumulatively exceeded $1 trillion.
- In 2021, annual two-way trade crossed $100 billion for the first time, reaching $125.6 billion, with Indiaโs imports accounting for $97.5 billion, pegging the imbalance at about $70 billion.ย
- Trade ties began to boom in the early 2000s driven largely by Indiaโs imports of Chinese machinery and other equipment, up from $3 billion in the year 2000 to $42 billion in 2008, the year China became Indiaโs largest trading partner.ย
- These consistent surpluses lead to the problem of a current account deficit for India.
- Indiaโs imports from China surged 34.5% to a record $57.51 billion until June 2022. Indiaโs exports to China, however, shrank 35% and accounted for only $9.57 billion of the $67.08 billion two-way trade.ย
- Indiaโs biggest exports to China in recent years were iron ore, cotton and other raw material-based commodities, which have seen a recovery in demand in China last year (2021).
- India has imported large quantities of electrical and mechanical machinery, Active Pharmaceutical Ingredients (APIs), auto components and, over the past two years, a range of medical supplies from oxygen concentrators to Personal Protective Equipment (PPEs).

Steps taken to Counter Dependence on China:
- The Indian government is restricting low-quality Chinese imports with technical regulations, which include safety and quality standards for about 370 products that are being formulated with a view to cutting imports of these non-essential items from countries like China.
- Various Chinese apps are banned in India.
- Increasing scrutiny of Chinese investments in many sectors, and a decision to keep Chinese companies out of 5G trials.
- India also set up a high-level empowered group of secretaries, to be chaired by the Cabinet Secretary, and a Project Development Cell (PDC) in ministries/departments with a view to attract investments to the country and boost domestic manufacturing.
- The government has also made its prior approval mandatory for foreign investments from countries that share a land border with India to curb “opportunistic takeovers” of domestic firms – a move which will restrict FDI from China.
- To cut import dependency on China for APIs (Active Pharmaceutical Ingredients), the government in March 2020 approved a package comprising four schemes with a total outlay of Rs. 13,760 crores to boost domestic production of bulk drugs and medical devices in the country along with their exports.
- In 2020, the Union Commerce and Industry Ministry has recognised 12 sectors, including auto components, textiles, industrial machinery and furniture, where attention would be given to making India a self-reliant country and a global supplier to reduce import bills.

- According to Nasscom, India has a rapidly growing Web3 ecosystem with more than 450 active startups, which cumulatively raised $1.3 billion in funding till April 2022.
- Indiaโs growing economy, demographic dividend and exponential adoption of emerging technologies across sectors positioned the country to become one of the highest growth markets for Web3 globally.ย
- In fiscal 2022 alone, India registered more than 170 new Web3 start-ups, yielding more than 50% CAGR growth since 2015.ย
- In terms of distribution, more than 80% of the Web3 start-ups were in tier-I cities. However, the tier II/III ecosystem was growing rapidly with locations such as Jaipur and Vadodara evolving as emerging hubs for Web3 start-ups.

2. Rustom-02
- The indigenous medium altitude long endurance (MALE) unmanned aerial vehicle (UAV) (Rustom-02) developed by the Defence Research and Development Organisation is expected to complete all user trials by August 2023.
- Parallelly, a separate project for the weaponization of the Rustom UAV is also underway.
- In December 2021, Rustom-2 crossed a milestone by reaching an altitude of 25,000 feet and an endurance of 10 hours. The target is to reach an altitude of 30,000 feet with an endurance of 20 hours.
