Cabinet approves MoUs

Context

  • The Union Cabinet has approved various Memorandum of Understanding (MoU) between India and other countries

Maldives

MoU on Training and Capacity-Building Programme for Maldivian Judicial Officers in India.

The MoU will promote cooperation between India and Maldives in judicial and other legal areas, and enable the exchange of knowledge and technology in training and capacity building.

Germany

MoU for collaboration in the field of Occupational Diseases, Re-habilitation and vocational training of Insured Persons with disabilities.

  1. Exchanging information and promoting activities in the area of rehabilitation related to medical, occupational and social rehabilitation of Insured Persons with disabilities, and
  2. Prevention, detection and treatment of occupational diseases.
Bangladesh

MoU on withdrawal of 1.82 cusecs of water from Feni River by India for drinking water supply scheme for Sabroom town in Tripura.

Currently, there is no water-sharing agreement on Feni river between India and Bangladesh.  The present supply of drinking water to Sabroom town is inadequate. The groundwater in this region has high iron content.  Implementation of this scheme would benefit over 7000 population of Sabroom town.

Brazil

MoU in the field of Health and Medicine.

The MoU between India and Brazil will encourage cooperation between the two countries through joint initiatives, technology development and development of research in the health sector. It will help in improving the public health status of people of both the countries.

Brazil

MoU for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

  • The MoU will facilitate the elimination of double taxation.
  • Clear allocation of taxing rights between the Contracting States through DTAC (Double Taxation Avoidance Convention) will provide tax certainty to investors & businesses of both countries.
  • The Amending Protocol will augment the flow of investment through lowering of tax rates in source State on interest, royalties and fees for technical services.
Guinea

MoU in the field of Renewable Energy.

  • The Mou will encourage and promote bilateral technical cooperation in the field of renewable energy on the basis of mutual benefit, equality and reciprocity between the Parties.
  • Areas of cooperation include Solar Energy, Wind Energy, Bio-energy, and Waste to energy, Small Hydro Storage and Capacity Build.

MoU between India and Paraguay

Context

The Union Cabinet has given ex-post facto approval to the Memorandum of Understanding (MoU) between India and Paraguay for Strengthening Cooperation in the field of Tourism.

Benefits

  • The MoU between India and Paraguay will help the two nations in creating an institutional mechanism for enhancing cooperation in the tourism sector.
  • It will further help India in increasing foreign tourist arrivals from Paraguay, which in turn, will result in economic development and employment generation.
  • It will create favourable conditions for long-term tourism cooperation for the mutual benefits of all stakeholders within the broader framework and areas of cooperation.
  • The MoU will explore to incorporate the best practices in order to implement the measures that will realize the objectives set out in this MoU.

MoU between India and Switzerland

Context

The Union Cabinet has given ex-post facto approval to the Memorandum of Understanding (MoU) between India and Switzerland on Technical Cooperation in the field of Climate Change and Environment.

Salient Features of MoU:

  • Capacity-building on Climate Change and Sustainable Water management;
  • Sustainable Forest Management;
  • Sustainable development of mountainous regions;
  • Environmentally sustainable and resilient urban development;
  • Addressing issues of Air, land and water pollution;
  • Focussing on Clean and Renewable Energy; and
  • Climate change risk management.

Benefits

  • The MoU will enable establishment and promotion of closer and long-term cooperation between the two countries in the field of environmental protection and management of natural resources on the basis of equity, reciprocity and mutual benefits, taking into account the applicable laws and legal provisions in each country.
  • It is expected to bring in the latest technologies and best practices suited for bringing about better environment protection, better conservation, better management of climate change and wildlife protection/conservation.
  • Environmental degradation falls on the socially and economically disadvantaged, more heavily than the better of sections of the society. Hence this MoU would lead to environmental equity in the sense of availability of sound environmental resources to all sections of the society.

Shaala Darpan portal

Context

Minister of State for Human Resource Development, launched Shaala Darpan portal, an E-Governance school automation and management system for Navodaya Vidyalaya Samiti (NVS) in New Delhi.

About the Portal

  • Shaala Darpan is an end to end e-Governance school automation and management system.
  • It is a database management portal, where information about all government schools and education offices is kept online and updated as a continuous process.
  • In this portal, “live data” is compiled in connection with primary and secondary education students, schools and academic and non-academic staff.
  • It has been implemented at Navodaya Vidyalaya Samiti as the first major initiative to enable automation of all activities of the country’s largest residential schooling system through a single umbrella.

Khadi gets separate unique HS code

Context

Khadi has once again come out of its customary veil, marking its presence in the exclusive HS code bracket, issued by the central government to categorize its products in export.

Background

  • Earlier, Khadi did not have its exclusive HS code.
  • As a result, all the data regarding the export of this signature fabric used to come as a normal fabric under the textile head.

Significance of the move

  • Khadi and Village Industries products are eco-friendly and natural and are in great demand in the International Markets.
  • Recognizing its potential to generate exports, the Ministry of Commerce had taken various measures to boost the export of Khadi products.
  • However, in the absence of separate HS code, the export of Khadi products was difficult to categorize and calculate.
  • Allocation of separate HS code for this signature fabric of India will help in making the export of Khadi, exclusively categorized from the general league of textile products.
  • This move will help in keeping a constant eye on khadi export figures and also it will also help in planning khadhi export strategies.

About HS Code

  • HS Stands for Harmonized System and it is a six-digit identification code.
  • It was developed by the WCO (World Customs Organization).
  • Customs officers use HS Code to clear every commodity that enters or crosses any international border.

BIMSTEC Ports’ Conclave

Context

  • The Minister of State for Shipping, will inaugurate the first ever‘BIMSTEC Ports’ Conclave at Visakhapatnam in Andhra Pradesh.

About the Conclave

  • The Ports’ First Conclave of BIMSTEC nations is expected to explore the possibility of increasing economic cooperation by furthering EXIM trade and coastal shipping.
  • The Conclave will also discuss various investment opportunities, best practices adopted for productivity and safety at Ports.
  • Senior officials from the Ports Sector from all seven nations as well as from the Trade and various Shipping Associations will be participating in the conclave.
  • The diverse historical and cultural heritage of the BIMSTEC nations make them ideal destinations for tourism. The ports plays a vital role in encouraging cruise tourism.
  • The conclave will provide a platform for discussion on various steps undertaken for improving the ease of doing business also discuss the process, the technologies and solutions available to adopt ‘Green Port Operations’.

Major Objectives

  • To discuss a mechanism to encourage tourism in the region and develop industrial clusters in close proximity to a Port.
  • To discuss the emerging threats and the safeguards against security threats, as ports are not only of vital commercial interest but also a nation’s strategic assets.
