A candidate must be an Indian citizen, a subject of Nepal, Bhutan, a Tibetan refugee who arrived in India before January 1, 1962, or a person of Indian origin who migrated from Vietnam, Pakistan, Burma, Burma, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Pakistan with the intention of permanently settling in India.
