Context

  • The southwest monsoon gets its name from winds that blow in a south-westerly direction towards the Indian subcontinent.
  • The source of the southwest monsoon is said to be Mascarene High which is a high-pressure region located near the Mascarene Islands.
  • The Southwest monsoon is significant in the context of India, as these winds bring heavy rainfall to most parts of the country.
  • The southwest monsoon usually lasts between the months of June and September and contributes to over 70% of the annual rainfall of the country.
  • The southwest monsoon is split into two branches namely the Arabian Sea branch and the Bay of Bengal branch.
    • The Arabian Sea branch of the monsoon is relatively stronger than the Bay of Bengal branch monsoon.

  • According to the India Meteorological Department (IMD), the southwest monsoon has started to retreat from the southwestern region of Rajasthan and Kutch.
  • The IMD suggested that the withdrawal of the monsoon was identified based on several meteorological conditions like:
    • The prevailing anti-cyclonic circulation i.e. opposite conditions of a cyclone
    • The lack of rainfall in the last few daysΒ 
    • The water vapour imagery reflecting the prevailing dry weather conditions in the region
  • The monsoon withdrawal is a long-drawn process that is expected to extend until mid-October and the rain post the withdrawal is classified as β€œpost-monsoon rainfall”.
  • The southwest monsoon has brought about 7% more rainfall than normal for the period from June 1 to September 20.
    • However, most of the rainfall happened in the southern peninsula and central parts of the country, which have witnessed 29% and 33% more rainfall respectively.
    • Whereas, the northwest, eastern and northeastern parts of India experienced a rainfall deficit of about 4-17% of their normal rainfall.

1. China remains formidable challenge, says Navy chief

  • According to the Navy chief, China remains a formidable challenge as it has increased its presence both along India’s land borders as well as in the maritime domain.
  • China has used its β€œanti-piracy operations” as a reason to increase its presence and operations in the Indian Ocean Region (IOR) since 2008.
  • Various Chinese Naval units such as warships, research vessels and fishing vessels are currently operating in the IOR and the Indian Navy is said to have kept a close watch on their operations.
  • Further, the village head of one of the last settlements along the Line of Actual Control (LAC) in Ladakh’s Chushul region said that at least three large grazing areas near the village have been turned into β€œno-man’s land” or β€œbuffer zones” in the past year after Indian troops pulled back from patrolling points in the Kugrang Valley.
  • Since April 2020, Indian troops have been blocked from accessing PPs 9, 10, 11, 12, 12A, 13, 14, 15, 17, and 17A.Β 
    • These blocked PPs are spread from Depsang plains in north Ladakh to Pangong Tso (lake) in the south.
    • The PPs or patrolling points are the endpoints along the undefined LAC up to which the Indian troops patrol after starting from their camps.

2. Govt. to spray bio-decomposer solution over paddy fields to curb stubble burning, pollution

  • The Delhi government is expected to spray a bio-decomposer free of cost over 5,000 acres of paddy fields this year to address the issue of stubble burning and reduce air pollution during the winter.
  • A bio-decomposer capsule, developed by the Indian Agricultural Research Institute, turns into a solution in a week-long process, and later it decomposes straw and stubble into manure.
  • This method was used for the first time in 2020 and was later used in 2021. The previous attempts have resulted in positive outcomes and have also helped to increase the fertility of the soil.
  • Stubble burning in the paddy fields near Delhi is said to be one of the major causes of air pollution in the region during the winter season.

3. Das flags issues with digital lending such as data privacy, rates

  • The Governor of the Reserve Bank of India (RBI) Shaktikanta Das has raised serious concerns related to digital lending which include complaints regarding extortionate interest rates, unethical recovery practices and data privacy problems.
  • He emphasised the need for the fintech industry to focus on governance, business conduct, regulatory compliance and risk mitigation to ensure that customers were protected and their needs are served.
  • In June 2020, the RBI issued regulatory guidance which required the digital lending platforms to disclose the names of the banks/NBFCs on whose behalf they were providing credit upfront.
    • These guidelines aim to balance customer protection and business conduct on the one hand and support innovation on the other. He also said that such innovation must be responsible and should enhance the efficiency of the financial system.
  • RBI Governor opined that the sustainability of fintech business is mainly dependent on improved customer protection, better cybersecurity and resilience, managing financial integrity and strong data protection and by exercising due diligence, potential risks can be proactively mitigated in the incipient stage.
