The southwest monsoon rainfall in 2022 has started to withdraw.

Details
- According to the India Meteorological Department (IMD), the southwest monsoon has started to retreat from the southwestern region of Rajasthan and Kutch.
- The IMD suggested that the withdrawal of the monsoon was identified based on several meteorological conditions like:
- The prevailing anti-cyclonic circulation i.e. opposite conditions of a cyclone
- The lack of rainfall in the last few daysΒ
- The water vapour imagery reflecting the prevailing dry weather conditions in the region
- The monsoon withdrawal is a long-drawn process that is expected to extend until mid-October and the rain post the withdrawal is classified as βpost-monsoon rainfallβ.
- The southwest monsoon has brought about 7% more rainfall than normal for the period from June 1 to September 20.
- However, most of the rainfall happened in the southern peninsula and central parts of the country, which have witnessed 29% and 33% more rainfall respectively.
- Whereas, the northwest, eastern and northeastern parts of India experienced a rainfall deficit of about 4-17% of their normal rainfall.

Significance of SCO meeting:
- Uzbekistan recently hosted the Shanghai Cooperation Organisation (SCO) meeting in the city of Samarkand. It was a significant meeting as it tested the member states in dealing with current conflicts and trying to adopt a new framework for international relations.
- The special significance of the meeting also lay in the fact that it was taking place when the world is at a crossroads with regard to the Russia-Ukrainian conflict.

Indiaβs changed foreign policy:
- Indiaβs presence at the SCO meeting reflects Indiaβs desire to be a part of both blocs, without compromising its relationship with either of them.
- India has adopted a βnew versionβ of non-alignment, where it is steering an independent course for itself, despite having association with rival blocs.
- It is also argued that Indiaβs foreign policy is becoming more passive rather than active. For instance, India’s foreign policy in neighbouring countries like Afghanistan and Sri Lanka looks better on paper than in reality.Β

Measures Ahead:
- India should deeply introspect before implementing fundamental changes in the non-alignment policy.
- Moreover, India should also consider improving India-China relations in the longer term. Indiaβs foreign policy officials should look for opportunities to strengthen the relationship. One such case/moment can be stalling the Chinese economy. This would moderate China’s aggressive behaviour and provide India with a better position to hold talks.
- Attention should also be given to the growing China-Russia nexus, as it has the potential to hamper the growing warmth between India and Russia.
- It is in Indiaβs strategic interest to give more importance to nuclear aspects as it has remained subdued in foreign policy for a very long time. Nuclear stability is all the more important in the present context where Chinaβs nuclear forces’ sophistication is growing and the relations between China and Pakistan are strengthening.
- It is the need of the hour that Indiaβs foreign policy experts should transform their existing policy constructs and look for wider outreach, as there will be new political challenges in the coming decades.Β
- New priorities should be devised without completely ignoring the past inheritance and learnings of managing the rival blocs.

1. Reforms and the task of getting teachers on board

Context: Pilot project of using facial technology app for marking teachers’ attendance.
Details:
- The Andhra Pradesh government has taken a slew of measures to transform the education system in the state.
- The reforms are aimed to ensure an equitable and inclusive classroom environment, and quality education taking into account the diversity of backgrounds and the academic abilities of each individual.
- The intent is to move beyond content retention and focus on problem-solving abilities and critical thinking. This will result in making the learning process more experiential, integrated, holistic, and enquiry-driven. Consequently, it will make education more enjoyable for the children involving them as active participants in the learning process.Β
- The government has taken various steps in this regard like the redefinition of the tasks, changes in the training patterns and the professional development of teachers.
- The State has embarked on a new journey in the education system through radical changes in the curriculum, mode of teaching, and school restructuring.Β
- The government expects that the teaching staff should transform their traditional approach to teaching academic content in a classroom and should instead target acquiring new skills and abilities. This is in line with the National Education Policy 2020.
Concerns raised by the teachers with these measures:
- The school restructuring programme that requires the merger of classes III to V in primary schools with high schools will result in increasing the school drop-out rate. The reason cited for this is that a large section of students lives in remote rural and tribal pockets of the state.Β
- It is also highlighted that the recent government circular on reapportionment of teaching staff would increase the workload in addition to dwindling existing teacher posts.
- Another major cause of concern is the new app-based attendance system for teachers that employs facial recognition technology.
- The School Education Department has asked the teachers to download the app. Teachers are required to be present on the school premises while recording their attendance, as the Unified District Information System for Education (U-DISE)-linked system is equipped with technology that records metrics like the latitude and longitude of the location.Β
- The app is an integrated one that is also used to register the attendance of students.
- The teachers are apprehensive of the step and have cited virtual security concerns. Teacher unions across the states are refusing to follow the instructions and boycotting the use of the app.Β
- The Andhra Pradesh Teachersβ Federation (APTF), a teachersβ union has filed a case against the state government in the State High Court. The union has requested direction for repealing the government order.
- There are demands that the government should provide devices like an Aadhar-enabled biometric attendance system, which was used in the past to mark attendance.
- Apart from the above concerns, there are issues of poor or no internet connectivity in remote areas.
Government Stance in the matter:
- The Education Department is of the view that technology-driven solutions are required to address the issue of teacher absenteeism.Β
- The use of technology will ensure transparency and accountability. There have been many instances of tampering with devices and the manipulation of the attendance system in the past.Β

Context: Recently, the National Medical Commission (NMC) declared conversion therapy βprofessional misconductβ.
Details:
- Conversion therapy is a process that involves dangerous and discredited practices that (falsely) claim to change a personβs gender identity and sexual orientation. These methods include:
- Counselling including religious counselling
- Correctional rape
- Exorcisms
- Forceful starving
- Electro-convulsion and shock therapy
- Lobotomy
- Marriage therapy
- Aversive stimulation, etc.
- Conversion therapy is declared to be professional misconduct but this is implemented when it is coercive. It is especially popular among the parents of sexual minorities. These parents pressurize their children to identify themselves with the heterosexual norms of society and undergo conversion.
- The Indian law does not contain any immediate provisions for the crime but civil liabilities can be used against the doctors under medical negligence.Β
- The Madras High Court in S. Sushma vs Commissioner of Police case (2021) prohibited conversion therapy in Tamil Nadu. HC also suggested action that should be taken against the professionals who are found to be involved in such conversion therapies. The suggestions include the withdrawal of the licence to practice as a penalty.
- The apex medical regulatory body, the National Medical Commission has also directed all State Medical Councils to ban conversion therapy under the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002.

- An effective and strict law should be enacted along with the criminalization of practices associated with conversion therapy. This evil practice should be eliminated from India.Β

Context
The Madhya Pradesh Forest Department has denied various reports which claim that chital or spotted deer are being transported from Rajasthan to the Kuno National Park as prey to newly acquired Cheetahs.
Chital or Spotted Deer
- Chital is an Asiatic deer species, belonging to the family of Cervidae.
- This Deer species is native to the Indian subcontinent. Besides India, it is also found in countries like Nepal, Bhutan, Bangladesh, and Sri Lanka.
- The key feature of this species is its spotted skin.
- IUCN status: Least Concern
- It is also listed under the Schedule III of the Wildlife Protection Act, 1972.

G. Tidbits
1. China remains formidable challenge, says Navy chief
- According to the Navy chief, China remains a formidable challenge as it has increased its presence both along India’s land borders as well as in the maritime domain.
- China has used its βanti-piracy operationsβ as a reason to increase its presence and operations in the Indian Ocean Region (IOR) since 2008.
- Various Chinese Naval units such as warships, research vessels and fishing vessels are currently operating in the IOR and the Indian Navy is said to have kept a close watch on their operations.
- Further, the village head of one of the last settlements along the Line of Actual Control (LAC) in Ladakhβs Chushul region said that at least three large grazing areas near the village have been turned into βno-manβs landβ or βbuffer zonesβ in the past year after Indian troops pulled back from patrolling points in the Kugrang Valley.
- Since April 2020, Indian troops have been blocked from accessing PPs 9, 10, 11, 12, 12A, 13, 14, 15, 17, and 17A.Β
- These blocked PPs are spread from Depsang plains in north Ladakh to Pangong Tso (lake) in the south.
- The PPs or patrolling points are the endpoints along the undefined LAC up to which the Indian troops patrol after starting from their camps.
2. Govt. to spray bio-decomposer solution over paddy fields to curb stubble burning, pollution
- The Delhi government is expected to spray a bio-decomposer free of cost over 5,000 acres of paddy fields this year to address the issue of stubble burning and reduce air pollution during the winter.
- A bio-decomposer capsule, developed by the Indian Agricultural Research Institute, turns into a solution in a week-long process, and later it decomposes straw and stubble into manure.
- This method was used for the first time in 2020 and was later used in 2021. The previous attempts have resulted in positive outcomes and have also helped to increase the fertility of the soil.
- Stubble burning in the paddy fields near Delhi is said to be one of the major causes of air pollution in the region during the winter season.
3. Das flags issues with digital lending such as data privacy, rates
- The Governor of the Reserve Bank of India (RBI) Shaktikanta Das has raised serious concerns related to digital lending which include complaints regarding extortionate interest rates, unethical recovery practices and data privacy problems.
- He emphasised the need for the fintech industry to focus on governance, business conduct, regulatory compliance and risk mitigation to ensure that customers were protected and their needs are served.
- In June 2020, the RBI issued regulatory guidance which required the digital lending platforms to disclose the names of the banks/NBFCs on whose behalf they were providing credit upfront.
- These guidelines aim to balance customer protection and business conduct on the one hand and support innovation on the other. He also said that such innovation must be responsible and should enhance the efficiency of the financial system.
- RBI Governor opined that the sustainability of fintech business is mainly dependent on improved customer protection, better cybersecurity and resilience, managing financial integrity and strong data protection and by exercising due diligence, potential risks can be proactively mitigated in the incipient stage.
