Context:
The first Global Conference on Cooperation in Enforcement Matters (GCCEM) held in New Delhi.
Details:
- The Finance Minister Smt Nirmala Sitharaman was the Chief Guest of the global conference which was also inaugurated by her.
- It is a three-day conference aimed at promoting greater cooperation and collaboration among international enforcement agencies for timely intelligence sharing.
- The conference is being hosted by the Directorate of Revenue Intelligence (DRI) under the Central Board of Indirect Taxes and Customs (CBIC), in consultation with the World Customs Organisation (WCO), Brussels with the theme “It takes a Network to fight a Network”.
- The conference aims to facilitate the sharing of insights and best practices and to serve as a catalyst for enhancing collaboration with Indian Customs’ partner administrations and for building new partnerships.
- Over 75 delegates from 40 customs administrations/organizations are participating in the conference.
2. Vigilance Awareness Week 2023

Prelims: Vigilance Awareness Week, Central Vigilance Commission (CVC)
Context:
The Central Vigilance Commission is observing Vigilance Awareness Week 2023 from 30th October to 5th November 2023.
Details:
- The theme of Vigilance Awareness Week 2023 is “Say no to corruption; commit to the Nation”.
- Vigilance Awareness Week is one of the tools of CVC in increasing public awareness about the perils of corruption. It is observed every year during the week in which the birthday of Sardar Vallabhai Patel falls (31st October).

Prelims: Goa Maritime Conclave
Context:
The 4th Goa Maritime Conclave is being held from 29 October 2023 in Goa.
Details:
- The three-day conclave being hosted by the Indian Navy is attended by naval chiefs, maritime forces heads, and other stakeholders from twelve Indian Ocean countries (Comoros, Bangladesh, Indonesia, Madagascar, Malaysia, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka & Thailand).
- The theme of the 4th Goa Maritime Conclave is ‘Maritime Security in the Indian Ocean Region: Converting Common Maritime Priorities into Collaborative Mitigating Frameworks’.
- The focus of the meetings and deliberations are:
- Identifying Gaps in Regulatory and Legal Frameworks for Achieving Maritime Security in the IOR.
- Formulation of a Common Multilateral Maritime Strategy and Operating Protocols for GMC Nations for Collective Mitigation of Maritime Threats and Challenges.
- Identification and Establishment of Collaborative Training Programmes with Centre of Excellence across the IOR.
- Leveraging Activities Pursued Through Existing Multilateral Organisations in the IOR towards Generating Collective Maritime Competencies.
