UPSC Exam: Ten Things Every PH Candidate should Know

The UPSC gives reservations for physically handicapped candidates in the civil services exam. They are entitled to other benefits also like relaxation in the age limit and number of attempts permitted. The UPSC is very inclusive of all people who are interested in the civil services exam and caters to all the people who may have certain disabilities or problems. In this article, you can get all the details of UPSC physically handicapped category.

Out of a total of around 796 vacancies this year, 24 vacancies are reserved for the physically handicapped (PH) category.

Candidates who wish to avail the reservation and other allowances given to the PH category should keep in mind the following:

  • Only candidates who have a disability of 40% or above are eligible for such reservation.
  • PH candidates must submit a Disability Certificate issued by a Medical Board constituted by the Central or State government.
  • This Medical Board should consist of at least three members. And, one of the members should be a specialist in a particular area of disability (locomotor/hearing/visual, etc.).
  • For PH candidates there are certain functional requirements in each service mentioned in the list of services by the UPSC. Even after clearing the UPSC CSE, you must satisfy the functional requirements in the service to be allocated to you. Check out the functional requirements here.
  • The date of issue of the disability certificate should be before the last date of applying for the UPSC prelims exam.
  • After the UPSC interview, a PH candidate would be medically examined by the Central Standing Medical Board (CSMB) in any of the hospitals given below:
    • Safdarjung Hospital, Delhi
    • Dr Ram Manohar Lohia Hospital (RML), Delhi
    • Lady Hardinge Medical College (LHMC), Delhi
    • Guru Teg Bahadur Hospital (GTB), Delhi
    • Lok Nayak Jai Prakash Narayan Hospital (LNJP), Delhi
  • In case the PH candidate requires a special medical board for eye conditions, he/she has to go to Guru Nanak Eye Centre, New Delhi for the medical examination.
  • After the medical examination, the board will issue a permanent disability certificate in case of permanent disability. The medical examination details would be made available to the candidate by post at the address given to the board by him/her. The report would also be accessible at the webpage on the UPSC website to the candidate through a password within 7 working days of completion of the medical examination.
  • Disability certificate will not be denied to a candidate without being given a chance to be heard. A final decision will be taken by the CSMB on the merits of each case. The candidate will not be charged a fee for appealing against the board in this regard.
  • Applicants filing against the CSMB will be assigned an Appellate Disability Medical Board by the Department of Personnel and Training. The candidate then has to present himself/herself before this appellate board on the date and time which will be uploaded on the web page accessible only to the candidate. If a candidate doesn’t appear before this board, then the decision of the CSMB would be taken as final. The report of the appellate board would be final and the candidate cannot appeal against this report.

    I am 25 years old. I am from Pune, Maharashtra. I am Hearing Impairment. I have Disability certificate for permanent. Before UPSC Prelims do we have to submit disability certificate online? What we have to do this?

  2. Hello sir I have low vision but only 20% disability I couldn’t clear any medical examination due to this impairment neither I get benefit of PWD quota so am I eligible to clear medical examination in upsc ?

    I am a PwD having both legs affected. But in my UDID Certificate the diagnosis differs, then shall I be disqualified?? I mean I have muscular disorders and the doctors certified that I have bilateral flat feet. So, is that going to create any problem?? (Provided I possess disability affecting my two legs) (I possess 50% disability). I have contacted with the hospital personnel, they said I need not worry, they will contact us in case of any inconvenience.

    • Hi
      You must possess a disability certificate issued from the competent authority. Later, the medical examination board will examine the physical fitness of the candidate. The decision of the chairman of the medical board is deemed final unless an appeal is filed. Hence, you may sit for the examination and give your best shot.

  4. Hi sir i m having locomotor disability and for the same i have certificate issued by competent medical authority so is it fine or should i get the certificate in the format given by upsc?

      One has to have a certificate in the format given by UPSC to avoid any confusion in the later stages of the examination. Try and have both the certificates with you.

    I m having locomotor disability and also have a certificate issued, but i m only having problems with my fingures of both hands and legs . So my doubt is my disability comes under which Functional Classification. Please help me out asap its a humble request.

  6. Hello sir, my only one ear has 90% deafness and the other one is normal. do I come under any PH categories given by UPSC?
