The Ministry of Human Resource Development had constituted a Committee headed by Dr Hari Gautam in the year 2014 to recommend restructuring and strengthening UGC for attaining even better performance to meet the desired objective.

University Grants Commission (UGC):

The University Grants Commission of India is a statutory body set up in the year 1956 by the Indian Union government in accordance to the University Grants Commission Act 1956 under Ministry of Human Resource Development, and is charged with coordination, determination and maintenance of standards of higher education.

  • The Committee has submitted their report to the Secretary (Higher Education).
  • The mandate given to the Committee was to analyse, review and recommend to the Ministry, the architecture required, and the Ministry will have to take a view after going through it threadbare.
  • The Hari Gautam committee report had concluded that the UGC does not have a sufficient number of personnel, of necessary quality, to be a useful regulatory force in the higher education sector.

In order to be UGC recognized the University has to undergo an inspection by an expert panel designated by UGC. Only after the panel is satisfied with the vision of the management, infrastructure, faculty and staff, curriculum, policies and procedures etc., the University is recommended for recognition.
