In the 2016 civil services exam, a total of 1099 candidates were recommended to the civil services, the most prestigious and challenging profession anyone can hope to work in. Candidates from different states in India have performed very well in this exam.

Background of UPSC Topper Bilal Mohiuddin Bhat

  • Bilal hails from Unsoo Wahipora in north Kashmir’s Handwara area, a remote border district in North Kashmir.
  • His father is a Kashmir state administrative cadre officer. He has three brothers and a sister.
  • Bilal is married and has a daughter.
  • Bilal completed his schooling from Minto Circle School in Srinagar.
  • Later he studied veterinary sciences in the College of Veterinary Science and Animal Husbandry, Sher-e-Kashmir University of Agricultural Sciences and Technology of Jammu.
  • He cracked several government exams like the Kashmir Administrative Services (KAS) in 2012, and the Indian Forest Services Exam in 2013.
  • When the IAS results from 2016 were announced, Bilal was serving as an Indian Forest Service Officer in Lucknow.

The journey towards the IAS

  • This was Bilal’s fourth attempt at the UPSC IAS exam. His previous three attempts drew a blank where he could not even clear the prelims.
  • Meanwhile, he cleared many other exams.
  • In KAS, which he had cleared in 2012, he had secured the 22nd rank. He then worked in the state service for two years.
  • In 2013, he cleared the forest service exam and underwent two years’ training after which he joined his cadre of UP in 2015. He was working as a Deputy Conservator of Forests.
  • He finally cracked the IAS in 2016 with a brilliant rank of 10 at the age of 31.

Optional Subject

Bilal stuck to his own graduation subject of Veterinary Science and Animal Husbandry as his IAS optional subject.

IAS Preparation Tips

  • According to Bilal, reading the NCERT books are a must for clearing the UPSC exam. You can download the important NCERT textbooks for UPSC at the linked article.
  • It is also very important to enrol for a good test series for both the mains and the prelims exams.
  • Clarity of concepts is more important than remembering facts. You can check your preparation levels by taking our current affairs quiz.
  • Daily answer writing practice is a must.
  • Write balanced answers and don’t to extremes. The conclusion should be hopeful and futuristic.
  • Current affairs are very important while writing answers as well, particularly in General Studies III. You must keep track of the current affairs so that you can make answers with current events and news to substantiate what you write.
  • For the IAS Interview, remember the words – honesty, integrity, calmness and composure. It would help if you show interest in taking up public responsibility.

Essay Paper Tips

  • Write in simple and coherent language.
  • Be original.
  • Insert facts and figures only in relevant places and do not pepper your essays with them.
  • Write in an engrossing manner and in a way that the examiner is curious to find out what next.
  • Give quotes but only in a limited number.
  • Always give a bigger picture of the issue.
  • On any issue, write multi-faceted points, i.e., the social, economic, political and ethical aspects of it should be covered in your essay.
