Syllabus: Effect of Policies & Politics of Developed & Developing Countries on India’s Interests
Mains: Broad-based and multi-sectoral cooperation between India and the U.S.
Context: India and the United States of America held the 5th Ministerial level meeting of the bilateral Commercial Dialogue in New Delhi on 10 March 2023.
Introduction:
- India and the US on March 10, 2023, inked an initial pact on increasing private sector cooperation in the area of semiconductors under which the two countries would facilitate business opportunities and develop an ecosystem with a view to reducing their dependence on China and Taiwan.
- The Memorandum of Understanding (MoU) on establishing the semiconductor supply chain and innovation partnership under the framework of the IndiaβUS Commercial Dialogue was signed by the US Secretary of Commerce and the Union Commerce and Industry Minister during the Commercial Dialogue.
- According to a joint statement, both sides have agreed to set up a semiconductor sub-committee, led by the Department of Commerce for the US side and the Union Ministry of Electronics and Information Technology (MeitY) and the Union Ministry of Commerce and Industry.
- Both also welcomed the recently launched U.S.-India initiative on Critical and Emerging Technology (iCET), which elevates and expands the strategic technology partnership between the governments, businesses, and academic institutions of our two countries.Β
- The U.S. also welcomed Indiaβs active partnership in the Indo-Pacific Economic Framework for Prosperity [IPEF].Β
Commercial Dialogue:
- The Commercial Dialogue is part of ongoing efforts to strengthen the U.S.-India Comprehensive Global Strategic Partnership, develop inclusive and fair trade and investment policies, and leverage the interests of the private sector in pursuing new market opportunities that advance prosperity in both countries.
- The bilateral goods and services trade has almost doubled since 2014, exceeding US $191 billion in 2022, signalling accelerated growth benefitting both countries.
- The United States became Indiaβs largest trading partner in 2022.
- The features of the Commercial Dialogue included,
- Creating reliable supply chains
- Diversifying and friend-shoring [sourcing of material from countries with similar social and political values]
- Facilitating climate and clean technology cooperation
- Inclusive digital growth
- Talent development
- Post-pandemic economic recovery

Details:
- The relations between China and the United States (U.S.) are at the lowest. It appears to be reaching a point of no return.
- During the annual session of the National Peopleβs Congress or Parliament, Chinese President Xi Jinping told the parliamentary delegation that China was facing βunprecedented severe challenges to the countryβs developmentβ because βWestern countries, guided by the U.S., have implemented containment and suppression of Chinaβ.
- Directly naming the U.S. reflects the deterioration of relations.
- Similarly, Chinese Foreign Minister Qin Gang also said that the U.S. was seeking βto encircle Chinaβ. Moreover, he rejected U.S. claims of avoiding conflicts and confrontation and said that Washington wants to suppress Beijing.
- It should be noted that at the G20 summit in Indonesia (November 2022), both nations claimed to βresponsibly manageβ the competition. However, some of the events in the past few months do not reflect the same. For instance,
- A scheduled visit of the U.S. Secretary of State, Antony Blinken was cancelled due to the sighting of Chinaβs βSpy Balloonβ over the U.S.
- Consequently, China slammed Washington to shoot down a βcivilian meteorological airshipβ.

Changing relationship between China and the United States:
- China is increasingly looking at the world through the prism of its all-encompassing U.S. rivalry.
- It is making peace with Europe and strengthening its relations with neighbouring countries.
- China has also planned a Central Asia Summit in 2023. It is also working on its strained relations with Japan.
- The U.S. is building its alliances and partnership in the Indo-Pacific region.
Concerns for India:
- India has very well managed the situation in the Russia-Ukraine conflict by keeping βself-interestβ at the fore. However, China poses a unique challenge due to the Line of Actual Control crisis.
- India faces continued pressure at its land borders, especially as China has severe objections to Quad.
- India should remain agile to exploit opportunities in an increasingly divided world with rising uncertainties and challenges.
Nut Graf: The United States and China relations are at an all-time low. The rift between the two has polarised the world and has created problems for India as well. India should carefully assess the situation and exploit every possible opportunity to strengthen its position in the world.

Details:
- An βoptimal pathwayβ for AUKUS is likely to happen with implications for Australia to operate nuclear-powered submarines in the next decade.
- The Prime Minister of Australia, Anthony Albanese called it βthe single biggest leap in defence capability in the history of the countryβ.
- However, there are concerns as even the most positive outcome of AUKUS has some drawbacks.
- One of the major concerns is that many regional countries like Indonesia oppose the Royal Australian Navy operating nuclear attack submarines.Β
- Despite being a supporter of AUKUS, India also appears apprehensive about the submarines operating in the regional littorals.
- Canberra has attempted to address the concerns by explaining that AUKUS does not provide nuclear weapons capability and is rather meant for Australia to acquire nuclear maritime propulsion.
- Officials from Australia have also distinguished between AUKUS and Quad.
- AUKUS is the security partnership between the United States, Australia, and the United Kingdom. It is a technical arrangement.
- Quad is a normative grouping that lays a vision for the region.

Associated Concerns and Options for Australia:
- Despite the clarification provided, AUKUS is a military pact that has the potential to shape the strategic contours of maritime Asia.
- Three main options have emerged after consultation between AUKUS members:
- The U.S. might build nuclear-powered attack submarines (SSNs) for Australia. Australia is positive about this option but the U.S. officials seem sceptical as it would jeopardize Americaβs national security due to the vesselsβ scarcity.
- Another option is for the U.K. to expand its Astute-class programme to Australia. However, it has also some challenges:
- If Australia acquires an Astute-class submarine, then integrating the onboard combat system would be difficult because of differences between the existing Australian and American fleets.
- A trilateral option can be resorted to developing a new submarine design. The associated concerns with this option are:
- The U.S. has a strict export control regime that can jeopardize the technology transfer agreement, specifically in sectors associated with undersea capabilities and electronic warfare.
- To operationalize this option it is important to reform the U.S. export control regime which is very difficult in reality.
Lessons for India:
- It is observed that even with its closest allies (for eg. Australia) the U.S. faces difficulties in transferring technology.
- This is because of the rigid and archaic export control system.Β
- Thus for India (which is not in the same league of partners as Australia), acquiring critical technology from the U.S. will remain a more daunting challenge.
Nuclear Technology Transfer:
- Nuclear technology transfer is difficult under the international system. For instance, Australia will be required to exploit the caveat that allows non-nuclear weapon countries to withdraw the fissile material required for submarine reactors from the International Atomic Energy Agency (IAEA)-monitored stockpile.
- It is suggested that it will further set a dangerous precedent and allow potential proliferators to utilize naval reactors as a cover for developing nuclear weapons.
- It should be noted that acquiring nuclear propulsion technology is also very difficult for India as it is not a party to Non-Proliferation Treaty (NPT).
- Moreover, the transfer of technology for high-enriched uranium (HEU) fuelled reactors to Australia from the U.S. and the U.K. would leave India with the only option to acquire a high-power reactor from France.
- The miniaturized low-enriched uranium (LEU) reactor core for SSNs in India has its own sets of limitations including fuel dependence.

Nut Graf: The Nuclear Technology Transfer to Australia under the ambit of AUKUS has implications that go beyond Australia and its neighbourhood. Even India will have some effect and thus needs to closely watch the developments in the trilateral grouping.

Prelims: Influenza; Contagious disease
Context: H3N2 flu claims two lives.
Key Details:
- As per the Union health ministry, at least two persons have died of the H3N2 subtype of seasonal influenza.
- Almost real-time surveillance of cases of influenza-like illnesses and severe acute respiratory infections present in health facilities is being undertaken by the Integrated Disease Surveillance Programme of the National Centre for Disease Control.Β
- India witnessed over 3.97 lakh flu cases in January 2023, 4.36 lakh cases in February and over 1.33 lakh cases till March 09, 2023.
- The Ministry has found at least 451 confirmed cases of the H3N2 virus since the beginning of 2023.
- The ministry has advised social distancing and mask-wearing to prevent the spread of the virus.
- Oseltamivir, a drug used to treat H1N1, has been recommended by the World Health Organization for the treatment of H3N2 cases as well.
- The drug is made available through the public health system free of cost.
Flu Season in India:
- India witnesses two peaks of seasonal influenza every year, one from January to March and another in the post-monsoon season.Β
- The cases arising from seasonal influenza are expected to decline from the end of March.
- Apart from H3N2, a total of 955 cases of the H1N1 virus (swine flu) have also been reported.

2. Prevention of Money Laundering (Maintenance of Records) Rules

Prelims: Money laundering Act; Non-profit organisations (NPOs)
Context: Amendment to the Prevention of Money Laundering (Maintenance of Records) Rules.
Key Details:
- The Union Finance Ministry has amended the Prevention of Money Laundering (Maintenance of Records) Rules for widening the scope of Know Your Customer (KYC) norms.
- Amended rules now include Politically Exposed Persons (PEPs), non-profit organisations (NPOs) and those dealing in virtual digital assets (VDA) as reporting entities.Β
- Exchanges and intermediaries dealing in VDA, such as cryptocurrency are made reporting entities under the Prevention of Money Laundering Act (PMLA), thus making it mandatory for them to adhere to the client/user KYC requirements.Β
- Under the Act, reporting entities are required to keep all the relevant records of their beneficial owners and transactions for five years.
- The amendment also lowered the ownership threshold from 25% to 10%, thereby treating any individual or group holding 10% ownership in a reporting entity as a βbeneficial ownerβ for the purpose of PMLA rules.
- The decision has been taken ahead of the expected Financial Action Task Force assessment of India later in 2023.

1. Niti Aayog report on Gaushalas
- On March 10, 2023, NITI Aayog released the Task Force report titled βProduction and Promotion of Organic and Biofertilizers with Special Focus on Improving Economic Viability of Gaushalasβ.Β
- The report was authored by a task force headed by NITI Aayog member Ramesh Chand.
- The Task Force was constituted by NITI Aayog to suggest measures to make gaushalas economically viable, address the problem of stray and abandoned cattle and effective utilisation of cow dung and cow urine in the agriculture and energy sectors.
Highlights of the Report:
- The report highlighted the strength of integrating livestock with crops and a serious imbalance emerged in the use of inorganic fertiliser and livestock manure.
- The report shows how this imbalance adversely affects soil health, food quality, efficiency, environment and human health.Β
- The report also provides factual estimates of operating costs and fixed costs and other issues in respect of gaushalas and the cost and investments involved in setting up Bio-CNG plants and PROM (Phosphate rich organic manure) plants in Gaushalas.Β
- The report recognises the effective utilisation of cattle waste as an ideal example of a circular economy that harnesses the waste-to-wealth concept.
- The State Election Commission of Nagaland has announced it will hold polls for 39 Urban Local Bodies (ULB) after almost two decades on May 16, with 33 per cent reservation of seats for women.
- Elections for ULB were not conducted since 2004 over the issue of the βunresolvedβ Naga peace talks, and reservation for women, which several tribal bodies opposed, asserting that it infringes on the special rights for Nagaland guaranteed under Article 371(A) of the Constitution.
- An attempt to hold the ULB elections with 33% reservation for women in 2017 triggered a backlash with protesters setting government buildings ablaze. And it also resulted in the resignation ofΒ T.R. Zeliang as the Chief Minister.
- On March 9, 2022, representatives from across the Naga society unanimously agreed to ULB elections with 33 per cent reservation for women.
- The decision was taken during a consultative meeting of all stakeholders including civil society organisations, churches, tribal bodies, political parties and NGOs convened by the state government in the presence of legislators.
- Organisations such as the Naga Mothersβ Association (NMA) have hailed the notification for the ULB polls.
