2. SC gives 3 weeks to Govt. to frame policy on community kitchens

Context:

  • While hearing a petition on the issue of hunger and starvation deaths in India, the Supreme Court has asked the Union government to come up with a comprehensive policy framework for the establishment of community kitchens.
    • The petition urges the government to set up community kitchens across the country to feed the poor and the hungry.
    • The petition also urges for the creation of a national food grid by the Government.

Background:

Undernourishment:

  • Food and Agriculture Report of 2018 states that India houses 195.9 million of the 821 million undernourished people in the world, accounting for approximately 24% of the world’s hungry. The report also notes that the prevalence of undernourishment in India is 14.8% which is higher than both the global and Asian average.
  • Undernourishment is a major cause of stunting and wasting in children and anaemia in women. This acts as a major impediment to the child’s growth and development and the right of the child to self-realization and fulfilment.
  • Malnutrition adversely impacts the health of the person and is found to cause malnutrition deaths in children and adults in the country.

Starvation deaths:

  • There are no official numbers available on the number of starvation deaths in India. But starvation deaths continue to be reported.
  • The COVID-19 pandemic with its adverse economic and social impacts has only worsened the situation in terms of starvation and associated deaths.
  • Starvation deaths go against the right to life and dignity of individuals.

Details:

  • The Supreme Court has asked the Union government to come up with a comprehensive policy framework for the establishment of community kitchens. It said that such a new approach could help fight the issue of hunger in India.
  • The Supreme Court pointed out that one of the main jobs of a welfare state was to ensure adequate food to people to avoid undernourishment and starvation deaths.

  • Various states have undertaken community kitchen initiatives to tackle the hunger and starvation issue. Some of them are as follows:

Context

The announcement by Russia about supplies of the S-400 Triumf system to India has thrown down the gauntlet to the U.S. that threatened sanctions against India.

Critical Evaluation of CAATSA Sanctions:

US Perspective:

  • The United States has the option of not allowing the S-400 delivery to become a showdown with India.
  • Congress has given President Joe Biden the authority to waive sanctions if the waiver is judged to be in the “vital national security interests” of the United States.
  • Representatives from the United States Congress have stated in a proposed amendment to CAATSA that India is a valued American partner in the Quad, the Indo-Pacific, and in combating China.
  • Sanctions will sever ties between India and the United States and may push India closer to Russia.
  • The United States must acknowledge that its unilateral sanctions, which are not backed by the United Nations, weaken the international system.

Indian Perspective:

  • Implementing CAATSA sanctions would entail India becoming a party to a bilateral dispute, undermining the country’s sovereignty and strategic autonomy.
  • Rather than attempting to persuade the United States to grant an exemption to its domestic legislation, India must make it plain to the United States that the law should be repealed.
  • The CAATSA sanctions on India go against the fundamental “rules-based international order” that the India-US global strategic relationship is built on.

Conclusion:

The waiver of CAATSA sanctions on India is in favour of both US and India’s strategic interests. The threat of sanctions undermines the foundation of the India-U.S. global strategic partnership.

Context

Recently, the government commemorated November 15, the birthday of Bhagwan Birsa Munda, as Janjatiya Gaurav Divas.

Background:

  • The British government passed the Criminal Tribes Act in 1871, which labelled certain tribals as criminals.
  • It represented indigenous peoples as barbaric and instilled terror among tribal societies.
  • Tribal movements in many sections of the nation conducted vigorous struggles against British colonial control, from Birsa Munda and Tantia Bhil in the north and central portions, Komaram Bheem and Thalakkal Chandu in the south, to Rani Gaidinliu in the northeast.

Significance of Janjatiya Gaurav Divas

  • Over 200 tribal freedom warriors have been identified in India, who took part in approximately 85 revolts and uprisings against colonial control.
  • Bhagwan Birsa Munda died in prison while he was only 25 years old (1900). He battled valiantly against the British Raj’s exploitative system and led a movement against the repressive British colonial regime.
  • Several additional tribal independence warriors, including tribal women like Rani Gaidinlu, Jhano Murmu, Helen Lepcha, and others, have been practically forgotten.
  • Janjatiya Gaurav Divas was established by the government to honour Bhagwan Birsa Munda’s birthday (November 15).
  • Its goal is to guarantee that freedom warriors from diverse tribes who fought for India’s independence receive the proper respect they deserve.

1. UN tourism body’s honour for weavers hub Pochampally

Pochampally ikat sarees:

  • Pochampally is an artisanal village in Telangana known for its ikat saree weaving.
    • Ikat saree weaving gets initiated by a dyeing technique that is used to pattern fabrics that use resist dyeing of the yarns prior to dyeing and weaving the cloth. Keeping the design in mind a proper chart of warp and weft are visualized on a graph paper for this particular style of weaving. Later as per the chart, the design is carefully transferred on weft and warp.
  • Pochampally Ikat received  Geographical Indication status in 2004.

Context:

  • Pochampally village in Telangana is set to be named as one of the best Tourism Villages by the United Nations World Tourism Organisation (UNWTO), the world body for promoting sustainable tourism.
    • The ‘Tourism Villages’ is a global initiative to highlight villages where tourism preserves cultures and traditions, celebrates diversity, provides economic and livelihood opportunities and safeguards biodiversity.
  • India had nominated two other villages in the same category, Kongthong in Meghalaya and Ladhpura Khas in Madhya Pradesh.
    • Kongthong is a village and tourist attraction in the East Khasi Hills district of Meghalaya state. Kongthong is a popular tourist destination known for the panoramic picturesque views and the unique culture of inhabitants who use the whistled language “Jingrwai Lawnei” and also build the living root bridges.

  • U.S. President and China’s President interacted in their first bilateral virtual summit.
  • The two leaders though agreed on the need to manage competition and differences and also called for increasing cooperation in global climate action efforts, failed to arrive at any significant breakthrough on any of the key issues that have led to increasingly confrontational ties between the two powers – Taiwan, Freedom of navigation and safe overflight in the South China Sea, human rights issues in Xinjiang, Tibet and Hong Kong.

2. Recovery taking hold; private investment should resume: Das

  • The Reserve Bank of India (RBI) Governor has noted that the available macro indicators are suggestive of an economic recovery in India post the economic contraction during the COVID-19 pandemic.
  • He however pointed out that for this growth to happen at a high rate and be sustainable, private capital investment has to resume.
    • Since 2013, private capital has been depressed in the Indian economy.
  • He also called on the banks to be investment-ready when the investment cycle picks up. He asked the banks to focus on improving their capital management process.
