Let point P is (5cosθ,2sinθ)

(PQ)2=5cos2θ+4(sinθ+2)2

(PQ)2=cos2θ+16sinθ+20

(PQ)2=-sin2θ+16sinθ+21

(PQ)2=85-(sinθ8)2
