Solving (1) and (2),
3c=3c=1
a2=4a=2
So, the circle is x2+y22x4y1=0

Equation of tangent : 2xy+λ=0
Perpendicular distance from centre to tangent = radius
22+λ5=6
λ=±30
Tangents are 2xy±30=0
Distance from origin =305=6
