By definition,

The general term of polynomial is written as,
$a_n{x}^n+a_{(n-1)}{x}^{(n-1)}+a_{(n-2)}{x}^{(n-2)}......+a_2{x}^2+a_1{x}^1+a_0$

If all the coefficients in the above expression are zero then polynomial reduces to zero.
i.e.,$a_n=a_{(n-1)}=a_{(n-2)}......=a_2=a_1=a_0=0$
This is known as zero polynomial.
