It aimed at promoting and safeguarding the interests and rights of Safai Karamcharis especially the manual scavengers by
  • Formulating specific programmes for them
  • Investigating grievances
  • Mitigating their hardships
  • Uplifting them socially and economically

The reservation policy for Scheduled Castes and Scheduled Tribes and Other Backward Castes
Reserves 15%, 7.5% and 27% seats reserved for the categories in direct recruitments in public sector and government-aided educational institutes
The Supreme Court of India has now put the total cap at 50%
