Slope of this equation, $M_1=\frac{\text{- Coefficient of x}}{\text{Coefficient of y}}=\frac{-3}{-1}$

and slope of the equation 6x - 2y - 4 = 0 is

$M_2=\frac{\text{- Coefficient of x}}{\text{Coefficient of y}}=\frac{-6}{-2}=3$

$\Rightarrow M_1=3$

Here, $M_1=M_2=3$

Hence, given equations are parallel to each other, because their slopes are equal. Yes, they are standing on parallel lines.
