As we know,

h=2Scosθrρg .....(1)
S is the surface tension
θ is the angle of contact
r is the radius of a capillary
ρ is the density of water
g is the acceleration of gravity

After inserting the new capillary of height 4 cm the rise in the water will be given by

h'=2Scosθ'rρg .....(2)
on comparing equation 1 and 2

hcosθ=h'cosθ'8 cmcos0°=h'cos0°h'=8 cm×1
Therefore, water will flow out like a fountain .
