The correct option is C 4 litres
Let $x$ amount of water required.

When the water amount is increased to $12.5 %$ , the acid amount
$100 - 12.5 = 87.5 %$
$\frac{90}{100} \times 140 = \frac{87.5}{100} \times (x + 140)$
$126 = 0.875 x + 122.5$
$0.875 x = 126 - 122.5$
$0.875 x = 3.5$
