The buffer should contain NH4OH (weak base) and its salt NH4Cl.
now, pOH=pKb+log[salt][base]
14pH=4.74+log[salt][base]
149.26=4.74+log[salt][base]
log[salt][base]=0
[salt][base]=[NH4Cl][NH4OH]=1
1 mole of HCl neutralises 1 mole of NH4OH to form 1 mole of NH4Cl.
Therefore 200 ml of 1M NH4OH and 100 ml of 1M HCl are mixed to make total volume of 300 ml.
Volume ratio of NH4OH and HCl will be 2:1.
