$S_{N} 1 \Rightarrow 3^{0} > 2^{0} > 1^{0}$
$S_{N} 2 \Rightarrow 1^{0} > 2^{0} > 3^{0}$

In $S_{N} 1$ reaction racemic mixture (Retension+Inversion) and in $S_{N} 2$ reaction inverted product are produced.
